Research On The Formation And Optimized Development Of Regional Resource-based Industrial Cluster

While Chinese economy has entered into a middle stage of industrialization, it needs more and more resources and energies .The rich energy, the mineral resource and the characteristic agricultural resource are the deep foundation of western industrial development. The western area neither follows the traditional development model of industrial geographical agglomeration, nor adopts the model of regional production complexes. But it takes such different road as the resource-based industrial clusters .The development of resource-based industrial clusters has great significance for the development and utilization of resources, resources industry and the development of regional and social economy. Especially the development of the western resource-based industrial cluster has the important influence on the development of western regional economy and even the development of national economy.This paper analyzes the formation mechanism and the evolution of developing process of the resource-based industry clusters, and reveals the widespread problems in the development of the resource-based industry clusters, and then constructs the theoretical model of the resource-based industrial cluster in formation and optimized development systematically. Based on the theoretical analysis, empirical studies are carried out on the Superiority condition and present situation of Lanzhou petrochemical industry through the collection of data. And then studies the questions how to speed up the cultivation of Lanzhou's petrochemical Industry cluster with Porter's diamond model. Finally according to the question which exists in the developing process of Lanzhou petrochemical industry's cluster development, the author has conducted the forward-looking research on the question how the Lanzhou petrochemical industry cluster realizes the optimized development. There are six parts in this paper.Part one is introduction. This part introduces the background, study significance, study methods and research thought.Part two is the theory summary. This part introduces a general introduction of industrial cluster theory, the new research in resource-based industrial clusters and organizational ecology theoretical overview about evolution and development of industrial clusters.Part three is description of the formation and features of resource-based industrial clusters. This part defines the connotation of the resource-based industrial clusters, and analyzes its formation mechanism and characteristics.Part four is research of the resource-based industrial clusters evolution based on organizational ecology. This part introduces the ecological characteristics of resource-based industrial clusters, and analyzes the evolution of its relevant theories of organizational ecology, reveals the widespread problems in the development of the resource-based industry clusters. And then constructs the theoretical model of the resource-based industrial clusters optimized development.Part five is the measures to speed up the formation of Lanzhou's petrochemical Industry cluster. This part uses empirical analysis to describe the formation conditions and situation of Lanzhou's petrochemical Industry cluster by use of qualitative and quantitative methods. Based on the diamond theory, the measures to speed up the formation of Lanzhou's petrochemical Industry cluster are analyzed from the following factors including resource supplication, development opportunities, enterprise strategy, structure and competitor, relevant supportive industry and so on.Part six is the forward-looking research on the question how the Lanzhou's petrochemical industry cluster realizes the optimized development. Based on the questions existed in the development of Lanzhou's petrochemical industry cluster, this part comes up with the measures how the Lanzhou petrochemical industry cluster avoids the risk and realizes the optimized developmentPart seven is the conclusion.
