Agriculture is the foundation of the economic and social development in a country, having a close relation with a country's security and stability. Meanwhile, agriculture is a relatively fragile industry; agriculture subsidizing policies are adopted widely in many countries and areas around the world, especially in the developed countries, as the effective measure to promote and protect theirs own agriculture development. China is a big agriculture country with a large population living in rural areas, the agriculture subsidy is more important to its agriculture development and social stability. In the Doha round negotiation, agriculture issue is the focus of all the parties concerned and it is the key issue to Doha negotiation process. All the parties in the negotiation seek their own interests under the WTO framework, trying to establish a new agriculture support policy in favor of their own agriculture production and trade. After its entry into the WTO, China should formulate and carry out the subsidizing policy under the framework of the Agriculture Agreement, which is of great importance for China to enhance its agriculture competitiveness, promote farmers' income and ensure the healthy agriculture development. This thesis provides a general situation of the history, development and current problem of the Common Agriculture Policy; discusses the formation of the Agreement on Agriculture and the standpoint of the main parties in the new round WTO negotiation. With the main focus on European agriculture subsidizing policy and WTO agriculture negotiation, this thesis tries to present some constructive suggestions for China's agriculture policy making under the rule of WTO mechanism.
