| Agriculture is very important in a country's economic system, but its economic benefit is not very ideal. So the government of a country always provides supporting measures to guarantee the stable development of agriculture, such as law. Among these, active and moderate financial support to agriculture is effective. European financial agricultural policy has many characteristics in its frame, implementation and reform, and deserves deeply study. So we can compare the financial agricultural policies of China and European Union and get some illumination for optimizing the structure of financial expenditure in Chinese agriculture.This thesis starts from the theoretical basis and analytical frame of financial agricultural policies. Firstly, the paper introduces the general development of European Union and its member states' agriculture and the content, characteristics, effects of their financial agricultural policies. Then the paper studies the financial agricultural policies of China and highlights the related policies of a county in western China. In conclusion, the paper emphasizes the inspiration of European Union and its member states' financial agricultural policies to the related policies of China, especially to some western areas.The concrete chapters of this paper are as follows: the first chapter introduces the theoretical basis and analytical frame of financial agricultural policies, illuminates the basic strategic significance of agriculture, the content of agricultural supporting methods, and some concepts of financial agricultural policies, makes a theoretical basis of the whole paper; the second chapter discusses the basic development of European Union's agriculture and summarizes its characteristics, then introduces their financial agricultural policies; the third chapter discusses the financial common agricultural policies, analyzes its effects and reform prospects; in the forth chapter, I overview the development of Chinese agriculture, summarize the accomplishment of Chinese agriculture, and then introduce the financial agricultural policies of China and emphasize the related situation of M county in S province. The last chapter is most important, on the basis of the discussion of previous; I discuss the illumination and inspiration to China's financial agricultural policies of the European Financial Agricultural Policies, such as devoting more investment, clearing the policy's direction, optimizing the direct subsidies to farmers, protecting rural environment etc. |
