Our economic and social development is facing the significant challenges as a result of the impact of the global economic recession, therefore, that is an more important and urgent task to push forward continually the construction of agro products circulation system for our country's.Shandong is a major province of agriculture and population. We can not only led farmers to increase income and expand domestic demands but also can coordinate development of urban and rural areas and build a harmonious society by strengthening the construction of agro products circulation system.On the basis of making the definition of agro products circulation system clear, the thesis describes the status quo and practices of agro products circulation system in Shandong Province, and elaborates the existence problems as well as the influence factors making use of comparative analysis, field survey and effect-study analysis, and then has a systematical thinking over the development of the agro products circulation system for Shandong province by drawing on the experience of the constructing the circulation system in developed countries.The studies points out the problems of Shandong Province agro products circulation system mainly displaying in: (1) the organization degree of agro product circulation bodies is quite still low, although the multiplex circulation bodies have formed, (2) the standardization and commercialization level of agricultural products is very poor, (3) it has not yet formed a sound and coordinated, unified and efficient market system of agricultural products, although the diversification market system has taken shape, and (4) the circulation supervision is asthenia, the service function is very weak. The reasons caused these problems lie in the backward agriculture productive forces, the long-term planned economic system and the typical dual system of social structure etc.In this connection, the development goal of agro products circulation system for Shandong Province should be to establish a modernization agro products circulation system by promoting and optimizing the main bodies, objects, carriers and supervision & service of circulation system, to meet demands of the agro product producer, the consumer and government, so as to promote agriculture and rural economic development rapidly and healthily.In order to achieve this goal, the strategic paths and actions are organizing the main bodies of circulation, branding the objects of circulation, networking the carriers of circulation, and norming the supervision & service system of circulation. And the end of the thesis, the paper is also put the forward policy recommendations for developing the agro products circulation system.
