Based On Green GDP Apraised Index System Of Government's Performance Evaluation

Modern government to citizens and community to provide quality and efficient services for the purpose to improve government performance target. Government Performance evaluation for assessing and improving government performance management tools, governments around the world led to the widespread concern of modern science has become the forefront of management issues and problems recognized. Government Performance Assessment in the West more than 20 years of development history, the establishment of a more mature assessment of government performance in theory and a lot of practical experience, and our government performance appraisal research and practice is still in its infancy. Since China started to introduce performance appraisal, the performance appraisal to enhance efficiency in the use of government financial resources, such as increase revenue and reduce expenditure has played a positive role. However, with the United States, Britain, Canada, and Australia has been to carry out performance appraisal of the countries, the overall performance assessment of China's government still slow business development, level of development is not high. Third Plenary Session of the decade the party has put forward a very comprehensive scientific development concept and building a harmonious society, so our government evaluation index system of performance appraisal should also comply with the requirements of the development of a harmonious society. To this end, the construction of the scientific concept of development in line with government performance appraisal index system has become the subject of practical value.In this paper, the Government's Green GDP performance evaluation and an analysis of the connotation that it would be China's green GDP indicators as indicators to evaluate government performance is in line with the performance evaluation of the inherent requirement of seeking to develop and achieve sustainable development is the inevitable choice. In this paper, the use of logical analysis of the Green GDP index system design, and in accordance with the State Environmental Protection Administration and the National Bureau of Statistics released in September 2006 "China Green National Accounting Study Report 2004" in some key indicators of performance appraisal in the Analysis of the application, on the basis of our government for the use of Green GDP performance appraisal made of the difficulties and improvements.
