With the continuous development of economic, and the improvement of living standards, energy consumption around the world has undergone major changes. People's increasing energy demands are in conflict the with finite and unsustainable fossil energy resources. In order to safeguard energy security, maintain and promote stable and rapid economic growth, countries around the world began working to find alternative renewable energy.Through the enormous amount of research, comparison and practice, it is recognized that biomass energy will be the most promising energy alternative to fossil energy. Biomass-energy, because of its own characteristics, received extensive attention.At this stage, biomass energy development and utilization of the world is major in ethanol and bio-diesel. The United States and Brazil account for 90% of the world's ethanol production.China ranks the third. The EU bio-diesel production is the largest in the world that is accounting for the world's total yield 66.7%.China's bio-diesel technology is not mature, and the production accounted for only 0.8% of world's.Although many scholars study the necessity and feasibility of biomass-energy development and utilization, most of them focus on two aspects: one is from a pure technical view; the other is from macro perspective. The paper wants to study biomass-energy development and utilization influencing factors from the farmers'point of view.Based on the background above, the paper chooses one of major grain-producing areas Henan Province as sample area. The paper sets straw for example, by studying rural residents'behavior of straw utilization, analysis its'influencing factors. It studies enterprise guiding role for farmers'behavior, and how to achieve win-win cooperation, then makes relevant policy recommendations. To achieve this goal, this study is divided into the following aspects: the development status of biomass energy at home and abroad; theoretical basis for farmer behavior under the development and utilization of biomass energy; setting Henan Province for an example, using Logit model for farmers behavior analysis; Setting Beijing AKRF Electrical Technology Co., Ltd.for example, analyzing business-to-farmer guide behavior; putting forward policies and advices.Empirical results show there are nine influencing facters: householder age, political landscape, post, arable land, the commercialization rate, whether breeding livestock and poultry, the Government policy, whether there is any straw local processing enterprises, Coal-fired capacity. We should promote farmers to use straws by pubicity, technical innovation, and improving system. The results is that biomass power generation project failed to meet the intention of solving the burning of straws and increasing the local farmers'income.The paper put forward recommendations from three aspects that are enterprises, cooperatives and farmers. Interview analysis result is that China should build a "corporate + cooperative + farmer" biomass energy industry co-operation pattern.The final conclusion is that government should support enterprises, establish cooperatives, strengthen technology promotion and training torward farmers.
