Study On The Influence Of Sustainable Coastal Resource Development Under The Loan Support Of The World Bank In Fujian Province

Fujian province is a major fishery production province of China with the sea areas of 0.136 million square kilometers and the coastline of 3752 kilometers. Its sea area is larger than its land areas. There are the marine fishing grounds of 0.1251 million square kilometers and the shallow seas of 1.021 million hectares in Fujian province. Fujian province proposed officially to be a strong ocean economic province in the ocean economic work meeting of whole province in December 2005.It has more and more pressure in the ocean ecological environment. The industrial waste water and domestic sewage had been discharged into the sea before it was properly treated which resulted in the coastal marine pollution and ecological degradation. The ecological balance of resources had been destroyed because some coastal resources had been over-exploitated. The lag of comprehensive marine management increased the disorder and extravagant development of marine resources. Ocean development should adhere to the sustainable development strategies.Sustainable Coastal Resource Development Project supported by the loan of the World Bank had been completed. Its objectives were to promote the Government's commitment to sustainable development of China's coastal resources, reduce the pressure on coastal fishery resources and help improving aquatic product quality. It was important to analyze and study the project effect to judge the conduction quality. It had been more than 20 years since China carried out the first project offered by the World Bank. We could find a lot of the research documentations for it. But the agricultural production was comprehensive, and had a strong regional character. Some experiences and methods were suitable in one area, and may be not in the other. Also the ocean project by using loan of the World Bank was a few, so was its research documentations. In the view of significant ocean economy, it was necessary to analyze the effect to provide references for other similar projects in future and enriched documentation. For the research documentation of the loan of the World Bank, a lot of them studied effectiveness of the projects supported by the loan of the World Bank, and some of them studied sustainable problems of their project and environment influences brought by their projects. Because sustainable development is the major theme today, the article tried to analyze the influence of sustainable development brought by the Sustainable Coastal Resource Development Project in terms of sustainable aspect.Under instruction of sustainable development theory and systems science thought, the article used logical framework approach, comparative analysis, qualitative and quantitative analysis, cost-effectiveness methods to analyze and study the effect for Fujian province after the project implementation on the basis of summarizing and referring the achievements of past generation research. The article had set up assessment indicators system of sustainable coastal resource development to evaluate sustainable development brought by the project according to characteristics of the project after consulting sustainable development theories and assessment indicators systems of ocean economy and coastal zone and marine resource. The following was specific contents of the article. First chapter was introductory, which mainly explained research background and significance, overview of research documentation for using loan of the World Bank, project evaluation and sustainable development theory, and studying structure and methods. Second chapter introduced project background and general situation, which was mainly for background and general situation and completed construction contents of the Sustainable Coastal Resource Development Project. Third chapter was the part of effect analysis and study of the project. It analyzed sustainable development effective and drew a conclusion. Fourth chapter was the part of project implementation experience and problems. Fifth chapter was the part of countermeasures and recommendation. Sixth chapter was summarizing and prospects.
