Research On Supervision Management Problems For Local Government Investment In China

Since the policy of reform and opening up,especially in recent years,China's government investment project monitoring system has been more and more improved and reasonable,also made some achievements.However,the existing system of government investment,especially in the investment system of local government still has many problems,for example,without a sound regulatory framework,policy-makers on the government investment,project construction is not bound by a mechanism in place,the force of monitoring is not strong,easily lead to investment mistakes and poor management,especially government investment decisions should be more scientific and democratic,the level of macro-control and the effectiveness of supervision should be strengthened,and therefore it is necessary to actively explore an effective way of monitoring for the investment projects of local governments.This paper first analyzes the characteristics of investment projects of local government and local government investment supervision management,then discussing the regulatory problems of the local government investment projects from the laws, institutions,organizations,tools and supervisory staff etc.five aspects.Taking into account the implementation of government regulatory in varying degrees/different forms is an international practice,especially in market economy country,region and organization.So for the existing problems,analyzing the regulatory experience of government investment projects of regions and developed countries in the world,such as the United States,Britain,Germany,France,Australia and China's Hong Kong Special Administrative Region.On this basis,gave some proposal to improve local government regulation.Finally,the conclusion of the study is summarized and the direction for further research is sort out.
