On the coming of the economic globalization and informational age, comparing to material resources, financial resources and information resources, human resources have already become more important and been regarded as a strategic resource for an enterprise to obtain competitive advantage. The management of human in an enterprise has developed from the traditional staff file management to human resource development and management and then the concept of human capital appeared. There is no doubt that e-HR software is the best tools and platform for an enterprise to realize and solidify these changes.But the implementation result of e-HR software is not as good as we expect. Especially in some giant state enterprise group the e-HR software implemental progress often contains lots of crisis, risks and gets continual. So it has very important and realistic sense for whether the software provider or enterprise to research measure for measure how to avoid risks for enterprise, reduce costs of implementation and increase implemental success ratio in the implementation progress.Based on the practice, from the point of view of e-HR project implementation, the author, firstly, accounts for the related key concepts of the article, such as independent e-HR software and so on. Then describe the research scope and content and analyze the special features for the state enterprise group comparing to other ownership system enterprises in e-HR software implementation. Secondly, draw out software project implementation as the core of the article from a case. To summarize the general theory of project management and bring forward initially the e-HR software implementation strategy of Three Steps according to those state enterprise group features and discourse upon the steps, detail contents, risk identifying and preventing etc. To analyze the elements affecting the project implementation success ratio through a case charged by author recently and put forward relevant solution. Then I present a case, through which I summarize some specific applications of important points of discussion of this paper. In the end, the author puts up corresponding prospect and summary on the development of e-HR software implementation.
