The most important work to State-Owned Commercial Banks after reformed & listed in Stock Exchange is how to improve their core competency when facing more complex international financial situation, more restrictions in capital market, more competitive in Human Resources market onwards. Especially, how to establish an acceptable HR Management System under Financial Industry's needs will be the focus in a period. Those kinds of reform provide the whole Financial Industry not only guideness in future path.ICBC, as the biggest state-owned commercial bank in China, operated well and developed rapidly to become the top valued& profited Bank in the world after it entered into stock exchange. And, more than good performances in financial market only, they also lead in administration management and HR system establishment.We will assess their establishment & implement of HR system, tools, planning and problems solutions in this paper based on their working situation, job description and bonus incentive. Further, to identify the core point in next step with understanding on their effective in enhancing staffs incentive and improving management level also.
