The coming 3G age is an age of abundant innforamtion content and catergories. China Telecom urge to find profit growing point besides common voice services. China Telecom is reaslizing the change from'traditional fix network operator'to'modern comperhensive information service provider', merging Best Tones, yellow page, audio mail and comprehensive media business into number knowing all information service. This is an urgent and important subject.With conslusion and study from search services of forgein number imformation services provider, like Japan NTT DoCoMo, US Operators, UK BT etc, we learned forgein number search service'status quo, development trend and policy and legal factors. Comparing with forgein environment, our government has been continuously advancing social informationization courses and encouraging enterprises'independent innovation. However, domestic number information serivces are in the introdution phase. We have no mature brand in the market. Therefore, there is no existing mature business model that China Telecom Best Tone can use for reference. Concerning China Telecom Best Tones is at the development corner, the Author of this article proposed three aspects to develop number knowing all serivce operation model: business model, front customer perception imporvement, back customer scale development. First, Best Tones as a leader of voice search, is refernece from internet search business pattern. Based on different levels of front public customer needs, number knowing all serivce provides operation consulting service and trading service, two busienss models. Satisifying front publich customers consultation, trading serivce and back government and enterprise customers, we devide back operation into three business patterns, search recommendation, agency making a match, and e- business. Second, voice operation is the key element of front customer operation model, which improves front customer perception. Through comprehensive customers investigation, the author proposed that China Telecom needs to improve three factors, information, internet and voice serivces. Finaly, this article proposed that back customer operation model's key factor is to focus on government organizations and enterprises'needs, develop with scale, to attract more back governemnt organizations and enterprises to use number knowing all back serivces. To develop back customers on a big scale.Only operating under a healthy business pattern, to develop number knowing all serivce two markets (front customer market and back cumber market), widen number knowing all business profit and improve customer value, can ensure number knowing all business growing continuously.
