With the market economy's development and strong competition, the enterprises are more and more rely on the clients and markets, which even heightens to the pride of place. How to grasp the market's pulse, constitute the efficient marketing strategy, meet the client and market's requirements, and win the client's value, which become the key questions for each enterprise. It is the groundwork of enterprise strategy to find the valuable clients and markets, and constitute the marketing strategy.If the enterprises want to keep successful developments under the strong competition environments, they must acclimatize itself to new market environments and developments, adapt the market changes efficiently, analysis itself advantages and disadvantages, adjust and innovate the management strategy . The enterprise innovation strategy can be successful or not, which is not only depends on the correctness of management strategy, but also cling to the ability of collocating enterprise resource efficiently during strategy implements and adjusting the management strategy duly according to the changes of internal and external environment. The enterprises wants to advance the core competition, they must constitute innovation management strategy, develop new product,new technology and create new market requirements.The paper mainly discusses about the theory of enterprise marketing strategy, and analyzes the plan of environment protection,energy sources advocated by the government, the State Department, acquaints the internal and external environment of IIST fully, analyzes itself advantages and disadvantages deeply, summarizes the present opportunities and challenges, makes use of modern strategy research tools, investigates the integrated information of IIST including in the company's market positioning and the related marketing strategy, then ,it constitutes the organization the feasible and efficient marketing strategy of IIST and carry it out.
