The Application Research For BOT Financing Pattern In The Construction Of The West Highway

The geographical position of West area of our country is remote.Only the construction of basic facilities such as highway can be speed up,in this way can we increase the economic development of western region and improve the living standard of the local people.But the economic of the western area is backward relatively and the government financial budget is tense.Therefore,it is necessary to use the BOT Financing Pattern in the construction of basic facilities.The paper firstly introduced the basic theory and the main form of the BOT mode, it has been studied and analysed to adopt BOT financing mode in the construction of west highway,from which the following conclusions can be drawn:At present,the investment demand in the construction of west highway is great;at the same time,we have to face such problem as the lack of money and the sole financing channel.As a result,it has necessity and advantages for the west highway adopting BOT mode.Through the specific application research of the BOT model at home and abroad, can be knew that the following several points should be paid attention to:A risk prevention mechanism and the financing cost is too high;in the construction of Western Highway,the application of BOT method should be avoided in rural road construction, especially focusing on preventing excessive toll road projects,or even a "hurdle forest" and "Hang Lu difficult ",which is seriously harmful to society in the image and investment environment;Western Highway construction of the BOT method should be used to authorize the market franchises,which introduce competition mechanism to enable the Government to maximize benefits.Then,proposed some suggestions using of BOT financing mode in the construction of west highway.Finally,to show the application status of BOT financing model in the construction of west highway based on projects. This paper on the in-deped research of BOT financing model and the application of BOT financing model in highway construction in western China have some of the reference value.
