The Research On Government Action Paradox During The Institution Proceeding In Northeast State-owned Forestry Region

With the development of the economy and society, more and more actors have enhancing the independence and autonomy. At the mean time, more and more people have realized that it's high time to know more about the government function, which leads to the continuous transforms in the governed pattern. In this kind of situation, the ministry of forestry, as a key governmental development, its function in the forestry development should be considered. What's the role of government in the forestry development? How to confirm the relation between forestry government and other actors? How to confirm the function boundary of the government, in order to insure it plays a positive role in the forestry development?The Northeast State-owned Forestry Region used to be the key base of wood production and the ecology safeguard for China and the Northeast Asia, well such actuality will last for a considerable period. Influenced by the planned economy, which lasted for a long time, the Northeast State-owned Forestry Region formed the unique administration pattern. There are a lot of factors which drive the Forestry Region to corner. However, such system has never changed essentially since the Open-policy Reform. The game between center government and local government maybe makes a significant contribution to the status in quo. The governors in forestry bureau, the employees, the forestry management bureau, the General forestry-industry bureau, the state forestry administration, the forestry community, are all the participant in the game.Taking the means of paradox research, making use of the game theory, this paper analyzed the local government actions in Northeast State-owned Forestry Region, in order to search the measures in the institution innovation. Based on the analysis on correlative theories and the participant in the institution change proceed, this paper put forward the paradox of local government in the Northeast State-owned Forestry Region. Combined the analysis on the circumstances which lead to the institution innovation, the function of the local government has been defined. In the end, the measures on avoiding the paradox of local government have been brought forward.
