The period of current and future, the construction of ecological civilization is taken as the total goal of forestry development; it is taken as general assignment of forestry development to improve the ecological environment and people’s livelihood, its aims is to solve the major issues of the construction of ecological forestry and livelihood forestry, to fully release the power of ecological forestry、livelihood forestry and to improve their development level, Forestry development can make more contributions to improve people’s livelihood. The key state-owned forest region has rich forest resources; these resources are the material base to improve ecology environments and the people’s livelihood, it is played a very significant role in forestry construction in our country.To safeguard and improve worker’s survival and development conditions in forest region, Livelihood Forestry take it as the main line, it is run through the whole process of forestry reform and development, on the premise of the government-leading and realizing the sustainable development of forestry and respecting people’s basic rights, establish and improve the public service system, Livelihood Forestry has good living conditions, improve living environment and quality of life.The development of livelihood forestry can protect ecological environment and safeguard people’s lives、Pay attention to meet the demand of people’s ecological needs and forest products、protect forestry resources and state-owned assets. Ensure and improve the people’s livelihood of forest region, It can let people live better. First, this paper systematically analyze the research situation about the development of livelihood forestry in the key state-owned forest region, it is based on people’s livelihood theory, sustainable development theory, ecological economic theory and welfare economics theory, It analyzes the Current development situation of Livelihood forestry with livelihood monitoring data of State Forestry Bureau in the key state-owned forestry region, and analyzes the development advantages and disadvantages of livelihood forestry, find the existing related issues. In order to improve the development level of livelihood forestry, this paper builds the development mechanism of Livelihood forestry combining with the relevant research results.Second, On the basis of theoretical analysis, this paper evaluates the development level of livelihood forestry using projection pursuit model for the first time. It evaluates from the six aspects of the key state-owned forest region:the income and consumption、employment、 education、medical and health care、social security、people’s living environment. In view of selecting the specific indicators are more involved in the supply of public products and public service on education、medical and health care、People’s living environment. So, these aspects are uniformly summarized as serving livelihood. Research shows that the four affecting factors of the development level of livelihood forestry:the employment、income、 social security、serving livelihood- the effect of livelihood forestry development are 0.0736,0.1094,0.1916,0.2299 in the key state-owned forest region, serving livelihood is the largest contribute to the development level of livelihood forestry.Third, the author builds the framework of the development mechanism of livelihood forestry in the key state-owned forest region, Points out that the goal、composition、 operating mechanism、supervision and guarantee mechanism and builds the development mechanism of livelihood forestry from four aspects:employment、revenue growth、serving livelihood、social security. On this basis, this paper analyzes their mutual relations of four aspects. In view of the development of livelihood forestry, worker employment is the basic requirement, revenue growth is the key, serving livelihood is very important support, social security is security guarantees. The effective connection through correlating effect each other, it ultimately affects the development of forestry livelihood. Then the paper analyzes the effect and Safeguard on the operation mechanism of livelihood forestry.Finally, the author design and build the running mechanism of the livelihood forestry development in the key state-owned forest region, the running mechanism is guided by the theory frame and is based on measurement results with using projection pursuit model, respectively put forward a series of policy Suggestions with innovative and operability from employment and income growth, serving livelihood, social security. The development of livelihood forestry of the people’s is a long-term and systematic project, this paper explore the specific measures on raising the development level of livelihood forestry from the aspects of theory and practice, these measures have a certain promoting role in putting into the sustainable development of forest resources, playing the advantage of resources, ensuring and improving livelihood, the practicing of ecological civilization strategic thought in the key state-owned forest region.
