Industry transfer is an important form of regional contact and cooperation,as well as the result of comparative advantage's conformation in the process of economic development.The developing regions transfer industries,which are lack of competitions, to less developed countries,in order to promote harmonious development of economy,to achieve industrial adjustment and upgrade step by step.Under market economy,enterprises became the micro-main part,however,because of un-perfect marketing system; government plays a necessary role of directing and accelerating towards industry transfer. On conferences held in March,2009,The Premier Wenjiabao asked for practical policies on industry transfer in China's mid and west countries as soon as possible.Under such background,the article that studies industry transfer and financial policies shows a realistic meaning.Firstly,the article incorporates finance,economics,western economics and other relating subjects,meanwhile;it utilizes mathematic and physical moulds to analyze the appearance and development of industry transfer in theory.All that considers financial policies have effects on industry distribution,promoting the process of industry transfer.Secondly,on the mould of center to edge,the article chooses Yangtze River delta and central China as industries output and input areas,and analyses the economic distance between these two regions.On such a basis,I give a real analysis regarding connections of objective terms,current conditions and taxes.That shows some industries,not in large scales,begin transferring to outer regions in Yangtze River delta,Finally,after the article analyzes the counteracting effects the market and government have on industry transfer,it points out propositions about financial policy and related policies.
