Adjusting And Improving The Fiscal Expenditure Structure

With the changes of our country's economic system into market economic,the government functions change accordingly,so the structure of fiscal expenditure of government has to be adjusted so as to promote the rapid development of economic.The financial department of our country has made considerable progress in the growing financial strength,but the financial expenditure is still facing many problems:Firstly,the total fiscal expenditures is insufficient to meet the present stage of economic and social development needs of our country.To some extent,it has impacted and limited the normal performance of government functions.Secondly,the structure of financial expenditure is also not quite rational.There is a structural problem of imbalance.Therefore,how to use the fiscal expenditure efficiently and reasonably to improve public service becomes an urgent need to resolve.Our country,basing on the laws of change in the structure of fiscal expenditure,should eliminate the unreasonable factors,making the structure of financial expenditure develop toward a rational direction.First of all paper briefly introduced the general theory of fiscal spending,introduced size,structure and fiscal expenditure classification.Then the paper analysed the structure of financial expenditure for the optimization of theoretical that was ready for the fiscal expenditure structure optimization of empirical research.Then the paper made analysis on the status of China's fiscal expenditure structure. The Fiscal Expenditure "Offside" and "Absent" coexist.After that we make a research on the relationship between the structure of fiscal expenditure and the economic growth.In order to find out the problem of our structure of fiscal expenditure.Finally,in view of the existing problems,the paper made the following responses in optimizing the structure of China's fiscal expenditure:scientific the definition of the Fiscal Expenditure,adjustment and optimize the structure of the fiscal expenditure.
