When international trade was about to lose the protection of tariffs and traditional non-tariffs, every country was searching for the other protectional ways, in order to gain more interests from international trade. Then Technical Barriers to Trade(TBT) became the best option, with more important effect in the international trade. It was because TBT owned diplex, wide, covert, diffused and some other characteristics that it became one of the most complex and hardest trade barriers to conquer in and the biggest hinder to international trade as well as Chinese foreign trade.The essay deals with a little study and draws lessons from other references, hoping it is helpful to Chinese international trade. It has six parts. The first part(outline of TBT) contains TBT concept definition, main forms and range&charactrers. In the second part, I highly analyze the reasons that how TBT exsited and developed. I divide them into inner and outer reasons. Thirdly, I talk about TBT's economical foundations. TBT has two natures:correcting Negtive Externality in the international trade and Public Goods. Then TBT's principle is revealed. The forth part analyzes TBT's effect to Chinese exportations in a macro way.On the basis of outline of Chinese international trade market, the thesis deals with the economical effects of TBT, including positive and negative effects. The fifth part ,I introduce some TBT's development. After protectional trade theory, you will see TBT's whole development while TBT is a kind of high form of protectional trade methods. The sixth part is the core of thesis, I point out some relative countermeasures and suggestions viewed from enterprises, industry asossiations and government. The last part is conclusions.
