Technical barriers to trade has arisen in pace with the economic globalization and trade liberalization. The goal of it is to protect the life and security of human being, the health and life of animals and plants and the environment. But in the realistic international trade field, many developed countries has been using their advantage in technique and economy to lay out some harsh technical rules which aim at the developing countries and form the trade barriers. With the reduction of the level of tariffs in the world, the effect of non-tariff barriers is more and more lower and TBT in developed countries and regions have already been the principal means of trade protection.In this background, this paper sets the scientific definition of TBT, analyzes the economic effect in theory and empirical aspect and provides the recommendations for TBT. This paper includes three main parts: theory overview, theoretical and empirical analysis and suggestion.In part I, this paper has described the main trade protection theory briefly, has commented on it and has pointed out some questions in the theory. On the basis of carrying on review to traditional trade protection theory and new trade protectionism theory, propose relevant theory of TBT, point out that TBT is certain result of stage. It develops with improvement of people's living standards and environmental consciousness.In part II, this paper defines the concept of TBT at first. On this basis it points out that the appropriate technical standard to trade will increase welfare of both sides and the excessive technical standard will cause TBT and make the welfare damaged. This paper uses more static analytical method to analyze the economic effect of TBT at the same time.In part III, this paper expound the fact from 3 aspects such as the government, trade, enterprise on our country, and have put forward some concrete and feasible policy recommendations. |
