There are 20 years of history for China's urban housing system reform, and housing commodities market mechanism is gradually established. Personal consumption has become mainstream in the housing market. But the problem on the housing purchasing power of the middle and lower income classes has become increasingly prominent. It is a basic living condition for people to have appropriate residential. If the problem is not resolved well, it will become a source of social unrest. Low-cost rental housing system, which has the social role of "shock absorber" and the "safety net", is an important measure to solve housing problems in china and also an important component of the residential consumption protection. It has become a hot and important issue for the Academics and the industry.In the paper, the method of systematic theory analysis is adopted. The theoretical analysis provides a basis for the putting out and understanding of problems. A large number of empirical and comparison research provides a basis for the further resolving of problems.Based on the comparative study of the low-cost rental housing system in foreign countries and that in China and on the current condition of the low-cost rental housing system in Taiyuan, an appropriate resolution is put out. It includes low-cost rental housing allocation model, the definition standards of low-cost rental housing objects, low-cost rental housing area standards, decoration standards, and exit mechanism of low-rent objects.This paper attempts to innovate in the following areas: First, the choice of subject. At present, there is still no literature of research on the low-rent housing system in Taiyuan. The subject is a hot topic for the real estate sector in Taiyuan. Second, combining theory and practice, there is an analysis of the theoretical foundation of the establishment of the low-cost rental housing system. Third, an analysis is made on the operating status of the low-cost rental housing system in Taiyuan. There is also a detailed analysis on the security objects, funding sources, housing sources, the way of subsidies, rent, and management system. Fourth, some suggestions are put forth. For example, the establishment of laws and regulations on low-cost rental housing, the rent allocation model based on the proposed rent subsidies, the proposed standards of area and renovation, the "double hardship" criteria to identify the safety object, and the establishment of personal information system to provide an accurate basis for the withdrawal mechanism of the low-cost rental housing system Purpose of this paper is to play a role in the operation of the low-cost rental housing system in Taiyuan.
