At the support of national relevant policies, the Pearl River Delta and Yangtze River Delta have risen to the most active economic circles of Chinese city since china reformed and opened up. They greatly boost the economic development of the southern coastal areas. Comparatively speaking, the overall development of Bohai Sea region is still relatively slow. Regional economic developing pattern of "North South high-low, East West quick-slow" is a serious threat to Chinese overall economic stability and development. Therefore, accelerating development and opening up of Binhai newly developed area has a great practical significance for promoting the international competitiveness of Bohai Sea, Beijing-Tianjin-Hebei and western region of our country and solving the unbalanced problem of Chinese regional economic development. In the context of global economic integration, high-tech industry as a pillar industry of the knowledge-based economy not only is the key to decide national political status and economic strength, but also is the important factor to decide comprehensive national strength and international status of country. Through analyzing the developing current situation of high-tech industry of Tianjin Binhai newly developed area, paper poses that if Binhai newly developed area wants to achieve economic take-off, it should insist technological strategy to realize the revitalization of region. It should focus on developing high-tech industry and building a high-level industrial structure to rely on. Because of high-tech industry is different from the traditional industries. The characteristics of high-risk, high investment and high-yield decide that it doesn't fully meet the developing needs of high-tech industry only depending on market mechanism. It's also necessary to exert the functions of government to give high-tech industry strong support. Fiscal and tax policies as the most direct means of government's macroeconomic control, increasing its support for high-tech industry is very important to promote high-tech industry sustained and rapid development and enhance the economic strength of Binhai newly developed area. Binhai newly developed area as a comprehensive reforming experimental area, first test is the largest policy that country gives. So at the basis of analyzing the existing fiscal and tax policies of high-tech industry, paper has bold idea and further makes reforming suggestion for exposed problem and deficiency that separates from the angle of fiscal input and tax incentives. It strives to create a good environment of policy for the development of high-tech industry.
