Currently, as the rapid development of marine economy, the accompanying the large-scale demand for the marine land resources have caused people to bring widespread attention to Sustainable use of marine resources and the environment. Marine economic developments have promoted various researches on marine subject. The regional planning of ocean utilization is an important measure for implementing the scientific development concept and strengthening the comprehensive marine management, is a major method for implementing laws and regulations relating to seas planning, and is a necessary base for solving the licensable decision-making of ocean utilization.Regional ocean utilization layout planning system is a new-established system, which forcefully solutes the problems that oceans are broken into small groups, the original functions orientations are destructed and the developments are in according to people's subjective senses. The prevalent past phenomenon as "random, excessive, free" utilization has been effectively curbed. The regional planning of ocean utilization has both the strong demands of practice and broad and comprehensive academic area.At present, the whole task is carried out methodically, and the planning outline trials of industry sectors have been implemented. However, for the guidelines and norms of the nation-level regional ocean utilization layout planning have not formally came into existence, and they are still at a stage of groping and marching, there are still many issues in the theories and practice as well as preparation requiring further investigation.Centering on the status and legal basis of regional ocean utilization planning and the comparison of relevant permit foundation, this paper primarily studies on the existing problems and improvement measures, elaborates the signification of preparation and design, researches on its theoretical basis, evaluation methods, working procedures, etc, establishes regional construction ocean utilization planning indicator system and transaction framework, and applies the research results to the practical application of the preparation and design of An Overall Plan of Regional Construction Ocean Utilization for the Liaobin Industrial Area.The characteristics and innovation of this paper are embodied in: it researches the law source base of regional construction ocean utilization planning, institutionally expatiates its necessity; basing on the properties and functions of seas planning argumentation utilization and the combination of Liaobin Seaside Industrial Area's industrial ocean utilization, it carries out the planning.In practice process, considering the current status of Liaobin Industrial Area, this paper innovates and develops the new layout of industrial area, proposes the overall planning framework of regional construction ocean utilization planning. Meanwhile, for the future scientific and technological innovation and driving market demands and the demands for rapid economic development, and standardizing scientific planning of regional construction projects, this paper makes overall regional planning management for the regional construction projects to ensure scientific development and effective utilization of ocean resources. Furthermore, it is conducive to the problem that the resolutions are feasible for single ocean utilization project demonstration while infeasible for regional overall demonstration, which is of very important significance in the integrated seas management.
