| The Land Consolidation standardization work in Chongqing municipality started from the operational phase in 2000.The funds invested in it mounted about 30 billion yuan;the number of land consolidation project implemented and completed has reached 973。136,100 hectares of land has been developed and reorganized,and another 38,500 hectares of arable land has been exploited, the arable land has been increased averagely by 4275 hectares annually.The balance of arable land and the building occupied,as well as the dynamic balance of the total arable land,has been achieved, thus create the conditions for various construction land.However,in actual work various problems have emerged,of which the prominent one is the monotonousness of the project objectives,in some places,the quantity has been one-sided emphasized while the quality been neglected,or even causing a negative impact to economical, social,ecological effect.Faced with an increasingly grim situation of cultivated land,we need to set more goals in land consolidation according to the social development,such as sustainable economic development and new rural construction.In particular,the current report the 17th national congress of the CPC proposed clear "the construction of ecological civilization",and set a higher standard for protecting of ecological resources and improving the ecological environment in land consolidation, at the same time,the state also strengthened the funding efforts for land consolidation,which require the full play of the combined effect of the target system in it.Sustainable land consolidation work is inevitable in the process of socio-economic development, and also the times' needs to achieve the objectives of ecological civilization.Firstly,during the current and coming period the city's land consolidation work should take sustainable development, integrated governance and public service as its core.Land consolidation project planning and the layout of the programs must give priority to the relationship between people and the environment, which can be embodied in the principles of arranging while protecting.We must also stick to the principle of four combinations,that is:combine the land consolidation with increasing overall production capacity of arable land,with agriculture and industrial restructuring,with strengthening the rural infrastructure construction,and with new rural construction,so as to improve the land efficiency,promote agricultural restructuring and provide effective services to the construction of good quality grain and oil base and to the development of competitive industries,service industries in the characteristics of cultivating,and upgrade the level of land consolidation.Secondly,land consolidation,as a foundation project providing services to agricultural production,creates the basic conditions for promoting the agricultural industrialization and structural adjustment.The land function zoning and reasonable engineering design must be taken into consideration in sustainable land consolidation.Land function zoning means to consider the industrial functions from a long-term point of view in different regions.And engineering design means to make reasonable layout and engineering design projects concerning industrial,ecological,economic objectives around the industrial areas.Function zoning of land consolidation is the premise of achieving the sustainability,and the technical support to achieve sustainability of land consolidation projects.So this thesis focus on the reality and the urgency of the sustainability of land consolidation project researchBased on the lessons from the experiences of land consolidation in the past,This paper instead of the original "one size fits all" design mode,selects a sample district in zengjia town in Chongqing sha Pingba district,Linjiang town in Yongchuan District,baohe town in Fengdu County and Xinglong Town in Youyang County.In this paper the sustainability of land consolidation projects were discussed in the aspect of function zoning and engineering design the following conclusions can be reached:1) The sustainability of land consolidation project is designed according to the function zoning of land consolidation in the province or county,a clear micro-land consolidation project objectives can be made under the guidance of the regional land consolidation function zoning in the macro-level,by considering land consolidation function zoning design in the aspect of agricultural and industrial structure,.On this basis,a reasonable way of land consolidation projects can be chosen according to the project topography,soil,climate,hydrogeology,engineering geology and other natural factors,infrastructure conditions,the level of economic development,2) According to the natural conditions,socio-economic conditions and agricultural situation, land consolidation function areas in Chongqing Municipality can be divided into four areas: chongqing central Urban Agriculture District,Chongqing Southwest and Northwest grain-producing areas,the Three Gorges reservoir area collated ecological protection zone,north-east south-east Chongqing characteristically agricultural area,various regional sustainable agricultural land consolidation objectives and measures for land consolidation projects have been analyzed in the
