Chongqing Bishan County Farmland Transfer Main Body Research

A large population with relatively little land is the fundamental realities of China,and the farmland reserve resources are seriously insufficient.With the continuously increased productivity and reform opening-up in depth,the traditional home-style workshop of small-scale peasant economy is no longer adapted to modern agricultural development requirements,and the land system of our country is facing a new problem in 21^st century.October 2008,the third Plenum of the 17^th Chinese Communist Party Central Committee has proposed that peasant should be given more fully protected land contract management right, and permits peasant to transfer farmland with various forms while maintaining the existed land contract management right long-term stable and unchanged.Therefore,how to cultivate farmland market,speed up farmland transfer,reduce the abandonment of farmland,promote the scale management of farmland, improve the farmland use efficiency,enhance the international competitiveness of China's agriculture is important issue in our country.At present,the scholars at home and abroad have conducted massive research to the farmland transfer of our country,and made many progresses in the respect of ordinary peasant household,making decision to transfer farmland in the microscopic stratification,but they have ignored other two sides in the farmland transfer-the agriculture management big household and the government.Under this background,this article has innovatively extended the farmland transfer main body to the ordinary peasant household,the agriculture management big household and the government,and made a comprehensive study of decision-making mechanisms and processes in the farmland transfer main body.Article has taken Chongqing Bishan county as the study region,and interviewed 156 peasant households and 6 agriculture management big households of 5 villages.Using the methods of theory study,demonstration study, qualitative analysis,quantitative analysis and comparative analysis,it has studied the behavior-making mechanism of the three main body in farmland transfer,revealed the exist problems in farmland transfer, and proposed measures to promote farmland transfer.This article is divided into 7 specific components.PartⅠ,introduction.It has put forward the problem of farmland transfer,study background,study purpose and significance,literature review,study ideas and methods of thesis. PartⅡ,farmland transfer situation of study region.It has studied the current farmland transfer situation of Bishan county,presenting the characteristic of enlarged scale,speeded up advancement, diversified transfer forms,multiplied main body,obvious benefit,which has led countryside industrial production development,and its transfer pattern is worth using as reference for other areas.However,some problems have still existed in farmland transfer,such as not standardized behavior,big transfer risk,peasant dense love for soil,and deficient labor force.PartⅢ,Bishan county ordinary peasant household farmland transfer wish research.Chosen 156 ordinary peasant households of 5 different economic development level villages as the research sample,the article has used the Logistic stepwise regression model of SPSS to quantitatively analysis the factors which have influenced the farmland transfer wish of land supply side-the ordinary peasant household.The article has selected 9 characteristic variables from the peasant household family basic situation,the farmland transfer benefit situation,and the farmland transfer safeguard condition,and gotten the result:the ordinary peasant household farmland transfer wish is an intermediary variable which will revel farmland transfer behavior mechanism and have been affected by many kinds of factors.The non-agricultural income proportion,the food security rate,and the education level of peasant household are the biggest factors influencing the ordinary peasant farmland transfer wish.Namely,the higher income of farmers engaged in secondary and tertiary industries,the higher food security rate,the higher education level,and the smaller dependence on land,the stronger ability of taking risk,and thus the more willing to flow out farmland.PartⅣ,Bishan county agriculture management big household participating farmland transfer driven mechanism.Agriculture management big household is the farmland transfer demand side,through visiting 6 agriculture management big households,we have understood that the quantity of Bishan agriculture management big household is increasing year by year,the farmland operation is in good condition,and has formed the superiority industry belt.Based on the land rent theory,the economic scale theory,and the cost-benefit theory,this article has qualitatively analysis the intrinsic driven mechanism of agriculture management big household participating farmland transfer.Faced with law and regulation constraints,and the plight transfer risk,the agriculture management big household has the power of inflowing farmland to carry on the large-scale management under the external drive of government.Therefore,agriculture management big household participating farmland transfer is rational behavior which has been driven by cost-benefit and the policy.PartⅤ,two-dimensional main body benefit gambling research of Bishan farmland transfer.As the land supply and demand sides,the ordinary peasant household and the agriculture management big household implement self-interest to constitute the mutual gambling relationship in farmland transfer.The article has constructed the benefit model,and used the gambling theory to analysis two-dimensional main body how to realize the benefit by the optimum strategy to be win-win in farmland transfer.The result indicated that:in farmland transfer,when both sides of gambling have benefit,namely achieving Nash balance,the ordinary peasant household and the agriculture management big household will have the power to transfer farmland,and thus forms the transfer market.PartⅥ,the government role localization analysis of Bishan county farmland transfer.Through the demonstration of Bishan county,we have found that our country's farmland transfer market is still immature,and the government will play the role of supporting,coordinating and supervising in the farmland transfer.The article has discussed government's role localization in farmland transfer from the system construction,the market cultivation,and the policy supporting,which will make the market of farmland transfer develop order,rapid and healthy.PartⅦ,conclusion.It has made a brief overview of this study,proposed the existed insufficiency in current research,and put the further forecast to present's research.To sum up,the contents of this paper have some practical and promoting significance,which will provide the real basis for the urban-rural economic structure transformation,relief of "Three Rural Issue", narrowing the gap between urban and rural areas,and the coordinate development.Meanwhile,it will provide the reference for scientifically formulating policy,guiding the behavior of farmland transfer main body,constructing the harmonious mechanism of farmland transfer,and promoting the operation market of farmland right-use.
