Programme management is a new kind of management mode standing in strategy altitude maximizing the organization interest is one of its strongpoint.This paper discusses the programme management development trend based on the theory of programme management and human resource,the common points of kinds of programme management definition has analyzed deeply according to the current research situation,then this dissertation give the definition accord with the characteristics electric power construction business.After research the Human resources allocation features,this paper determines the principle and measure of it.Based on the research above,a human resources allocation of Electric Power Enterprise Programme Management model was built.At last,a study on Beijing electric power transmission and transformation company human resource allocation verifies the effectiveness of this model,in the aspect of static and dynamic guiding the human resource allocation work.
