The industrial structure play an important role in economic development, and the optimization is an inevitable trend.In this paper, based on the regional economics and the industrial economics theory, First of all, reasherched the course of the evolution of industrial structure, the current state of research, pointed out that the main constraints to optimize the industrial structure factor is that the market factors, technical factors and financial factors; Second, in accordance with the advantage, and the "Eleventh Five-Year Plan", requested the direction of the industrial structure optimization;Third, choosed new materials industries, new energy and energy-saving industry, metallurgical industry and environmental protection, petrochemical industry as leading industries, the biomedical industry , and high-end manufacturing industries, modern agriculture and industry as important industry, by calculating the area, the rate of specialization, market share and comparison of labor productivity;Finally, to build and improve the regional trading system and regional innovation system of two paths, and build and perfect the mechanism of financial services and investment co-ordination mechanism to break out of market factors, technical factors and financial factors constraining optimization of industrial structure, industry-led and conditions for the development of key industries and at the same time promote modern logistics industry and information services industries.
