Research On The Selection Of Leading Industries And Industrial Layout In Nantong City Based On Land—ocean Overall Strategy

With the sustainable and rapid growth of Chinese economy and the acceleration of Chinese urbanization and industrialization, the consumption of land resource has become increasingly tense and the environmental problems have become more and more prominent. How to Coordinate the use of rich marine resources has become a critical problem. China’s "Twelfth Five-Year Plan" made it clear to steadfastly make coordinated development plans for land and sea, formulating and implement marine development strategy and improving the capability of exploration, controlling and integrated management in marine development.As one of the first batch of open coastal cities, with a wealth of resources both on land and in the ocean, Nantong is located in the area that is carrying out two national strategies——Regional Integrative in the Yangtze River Delta and The Great Development of The Coast. Because its unique advantages, Nantong is the preferred pilot areas to promote co-ordination of land and sea in order to solve the problems of land-sea dual economy and uncoordinated resources structure. However, Jiangsu had been carried out the exploitation along Yangtze as the core of its strategy in the past. Influenced by Provincial strategy, Nantong ignored the development of ocean areas and only focused on the coastal areas along the Yangtze River for a long time. Now, it starts showing troubles about large intensity of land development, causing strain in resources and severe pollution along the Yangtze River in Nantong. Therefore, it is necessary to have a research on the selection of leading industries, industrial layout and industrial development model in Nantong City that will be helpful to reasonably guide the allocation of productive force in Nantong, to allocate resources scientifically in the region of land and ocean and to promote the development of Marine economy.This article has made assessments of the current situation of industrial development and industrial structure in Nantong. The industrial structure as a whole shows the characteristic of late-industrialization. The proportion of the second industry has been in decline, while the third industry is just the opposite. Considering the Jiangsu industrial progress, however, the development advantages of second and third industry in Nantong may not be obvious. The leading roles of second and third industry in the economic development of the region are not fully reflected, for industry concentrations are not very high.Based on the existing research, this paper constructs index system for selecting the leading industries on the basis of reference to existing research. We use both factor analysis method and the model of Weaver-Thomas to evaluate the industries, reference the pre-existing industry planning and finally determine the leading industries in Nantong. The result shows that the leading industries can be divided into seven categories according to the conventional industrial classification including naval architecture and ocean engineering industry, textile and garment industry, textile and garment industry, engineering industry, chemical industry, light industry and food industry, biotechnology and pharmaceutical industry, electronic information industry.According to the distribution conditions of natural resources, population and infrastructure in Nantong, We establish the index system to evaluate the space suitability for industrial development in Nantong by the GIS space partition technique. The results of assessment show the distribution of the regions ranked by the space suitability from high to low represent like circles. The regions of the high level locate in the central city and the development zone of Nantong which show like polar nucleus. One region of low level in the east of Rudong shows contiguous, and the others in other towns show like scattered plate. By comparing the 11th Five-Year Plan and the 12th Five-Year Plan, we summarize the characteristics of the changing of the industrial layout in Nantong. By uniting the results of the analysis of the space suitability and the pattern of industrial layout in the 12th Five-Year Plan, we analyze the suitability for different industries in four regions——the central city, the development areas around the central city, along the Yangtze River, and along the coast. Finally, we give the suggestion of industrial layout in the four regions.By summarizing the experience and enlightenment of coastal development both in domestic and international and analyzing the critical points in coastal development such as stage of economic development, industrial structure, resource endowment and policy demand, we choice the mode of comprehensive development for Nantong coastal development and give some suggestions at last.
