| With the development and deepening of market economy, each province and city in our country has made impressive economic and social strides. However, the problems of regional differences have been appearing during the process of economic development. Jilin province is very important in Northeast China. In recent years, with the quickening of urbanization and unceasing perfect of urban construction, distance between cities in Jilin province deepened fast and regional unbalance of economy is becoming more serious. Especially, Changchun and Jilin, as two central cities with higher level of economy development in Jilin Province, has showed bigger and bigger economic development disparity and obvious differences of urban economic function since 1990s. The two cities, which are important"automobile city"and"chemical city", play an essential and irreplaceable role of promoting economic development of Jilin province. Identifying clearly and objectively the respective characteristics and the differences between the two cities not only relates to the improvement of economic development but also relates to the enhancement of overall strength of the whole province.Therefore, this paper tried to combine empirical study with qualitative analysis synthetically and made further discussion. The author analyzed and studied the difference of economic function between the two cities, using the comparison method, based on the relative theories from urban geography, regional economy, and development economics, etc, by summarizing the relative research results of urban function and regional development difference.Firstly, on the basis of relative theories and practices of urban function and regional development difference at home and abroad, this paper made an empirical analysis of the differences of economic function between Changchun and Jilin from perspective of three facets: general economic development, urban centrality and basic economic activities. The author arrived at the following conclusion: since 1990s, both cities have achieved obvious growth on economic strength and comprehensive development capacity. However the distance of economic development between them is deepening at the same time. The original development pattern which was characterized by two centers-Changchun and Jilin was displaced by the current one center structure. When it comes to the urban centricity, Changchun always keeps the higher effects as the central place while the same function in Jilin is weaker relatively. As to the basic and non-basic urban economic activities, Changchun has got a constant enhanced basic urban function contrast to the degrading one in Jilin since 1990s. By making a comparisons, Changchun has a higher grade of urban economic activities, manifested as more superiority on most basic urban economic activities and regional influences especially on the third industries.Secondly, on this basis, the thesis analyzed systematically the reasons of the facts mentioned above from aspects of regional policies, locations, efficiency of economic structure, fixed assets investment, opening degree and human capital, etc. Based on the analysis, the author discussed the countermeasures to promote harmonious development of both cities, which has a practical significance for minimizing the disparity of economic function between the two cities and avoiding the disadvantages it could bring to the region economic development, hence promoting regional harmonious development. |
