At present, China's urban construction is an important period which transits from the traditional city to the modern city. Human resources, capital, technology, information are flows under the conditions of the market economy. The development of the city requires the overall positioning of the structure under the city of style, status and characteristics of urban and socio-economic development so as to enhance the effectiveness and the competitiveness of cities. More importantly, it can create a good environment for future generations of mankind. Under such circumstances, the city's image came into being, urban image has become an increasingly pressing issue.The importance of cities image will become increasingly prominent with the exchange of domestic and foreign markets. Good image of the city often becomes an important investment environment, it is an invisible resource that attracts a large number of foreign funds and projects. In recent years, a number of cities and regions of China are carrying on the practice of "city image", urban image-building is increasingly becoming the trend of urban development.As the capital city of Heilongjiang Province, Harbin is the political, economic and cultural center in the province and occupies a pivotal position. However, with economic development, image building city of Harbin has a lot of problems. It mainly reflected in: (1) Lack of awareness of city's image, not enough publicity; (2) Urban image positioning unscientific; (3) The comprehensive functions of cities are relatively weak; (4) Small-scale cultural industries, a lower share of the economic contribution, and so on. City image of Harbin is difficult to be greatly improved if these issues cann't solve effectiveonly .It will stay low levels in stagnant or even regressed.The paper proposed six strategic measure of the Harbin city image building and operation which based on the analysis geographical location, economic environmental, social and human environment of Harbin . (1) Construct good buildings, structures and residential district ; (2) Improve multi-channel landscape level; (3) Create city's character, add more attractive; (4) Strengthen the image of the construction of urban culture; (5) Build harmonious city image; (6) Campaign city image used of various channels and media.
