An important historic task of the new countryside construction, which was put forward during the Fifth Plenary Session of the Sixteenth Central Committee of the CPC, is Talents Strategy for Powerful Nation. Cultivating the farmers with knowledge, farming technique and management is not only the core content of the New Countryside Construction, but also the development basic guarantee of the New Countryside Construction. To promote the New Countryside Construction requires a large amount of the allocation of resources, and human resources are undoubtedly the most valuable. In Shandong quantity of human resources in rural areas is very large, but the human resources development should not be optimistic about the quality of human resources which is not high in rural areas. Therefore, human resource development in rural areas can strengthen the rural workforce, improve the quality of human resources, promote rural economic development in Shandong, adjust the agricultural structure, increase the income of peasants and have important significance of the new countryside constructionTaking the human resource development in countryside of Shandong province as the research object, based on the research results of the human resource development at home and abroad, according to the fundamental theories and relations of the new countryside construction and the human resource development, and analyzing of the status of human resources in rural areas in Shandong, the thesis analyzes the problems of he human resource development in countryside of Shandong province. After that it puts forward some suggestions and countermeasures on the human resource development in countryside of Shandong province based on the new countryside construction.The thesis is divided into four parts of General Introduction, the Basic Theory, Empirical Analysis and Conclusion.Part One, General Introduction. The research significance and background of the paper and the research results of the human resource development at home and abroad are introduced. Also it shows the methods, the framework and innovative points of the dissertationPart Two, the Basic Theory. This part presents the theory frame of human resource development in rural areas. The fundamental theories about the new countryside construction and the human resource development, including the meaning of the new countryside construction and the human resource development, important significance of the human resource development for the new countryside construction which is cultivating new farmers, increasing their income, transferring surplus labor force, as well as optimizing the industrial structure, is introduced, and therefore form a theoretical framework.Part three, Empirical Analysis. Analysis of the status quo and the problems of the human resource development in countryside of Shandong province are the core of this thesis. Chapter three, the status quo of the human resource development in countryside of Shandong province, includes quantity of human resources, the quality of human resources, the regional distribution of human resources, the employment structure of labor force and the flow of human resources in rural areas in Shandong. Chapter four, some problems of the human resource development in countryside of Shandong province, from investment in human resources development, quantity and quality of human resources, points out the problem of investment in human resources development, low level of education, training, and rural health care service.Part four, Conclusion. The chapter five puts forward countermeasures on the human resource development in countryside of Shandong province. According to the status quo and the problems of the human resource development in countryside of Shandong province, some suggestions, the population control, reform and development of rural education and the importance of human resources for health development are put forward. Focused on improving the quality of human resources, including increasing investment in education, popularizing compulsory education, developing adult education, vocational education, and promoting distance education.
