The industrial structure, the result of past economic growth and the basis of future economic growth, is the essential factor of economic development. The industrial structure is the foundation and core of economic structure, it is directly related to the speed and quality of national economy's increase, it is also directly related to the building of the ecological environment and people's living standard. Therefore, it has theoretical and practical meaning to study the evolution of industrial structure of a country or a religion. At present, there is few papers to analyze the evolution of industrial structure quantitatively in Changsha-Zhuzhou-Xiangtan region. This paper analyzes the evolution characteristics and mechanism of Changsha- Zhuzhou-Xiangtan according to the data during the recent ten years, further explores the conditions, difficulties and countermeasures of optimizing the industrial structure. There are some basic conclusions of this paper:Firstly, during the recent ten years, the first industry in Changsha-Zhuzhou–Xiangtan presents obvious declining trend, the second industry presents"U-type"or"T-type"in curve with the propulsion being industrialized, the third industry presents increasing trend in general. The level of industrial structure is in the process of optimizing.Secondly, the first, the second and the third employment industry structure deviation level of Changsha is negative during the recent ten years, it shows that output ratios is less than employment proportion. During the recent ten years, the general gap between industrial structure and employment structure among Changsha, Zhuzhou and Xiangtan is in a slow reduction.Thirdly, during the recent ten years, the industrial structure conversion speed coefficient is between 0 and 0.8, the conversion rate of Zhuzhou and Xiangtan is bigger than Changsha. The trend of declining of the first industry's proportion, the increasing of the proportion of the second and the third industry is obvious. It shows that Changsha-Zhuzhou–Xiangtan is in the process of evolution from the lower level to the higher level, the conversion direction of industrial structure is fundamentally reasonable.Fourthly, the first industrial structure of Changsha-Zhuzhou–Xiangtan is normal according to the structure deviation components. The second industrial structure of Changsha and Xiangtan needs to be adjusted because of some problems. The second industrial structure of Zhuzhou is normal, because the manufacturing industry in Zhuzhou is relatively up growth. The third industrial structure deviation component of Changsha-Zhuzhou–Xiangtan are separately -4.85,-6.29,1.33.The competitiveness of Changsha's third industry is very strong from the data of competitiveness deviation component, but the competitiveness of Changsha's first industry is in a serious lack. The competitiveness deviation component of Zhuzhou's first and third industry is normal, but the second industry competitiveness is eager to be improved. The three industry competitiveness of Xiangtan is obvious weak.The different factors such as region resources endowment, demand structure, economic development, technological innovation capability and policy factors are driving forces to promote the evolution of industrial structure. In the recent years, the people's need of computer, automobile, housing are changing greatly because of constant improvement of people's income.
