Enterprise labor relations are kind of relationship between employees and employers, including cooperation and conflict. Enterprise labor relations, affected by economy, technology, policy, law and social cultural background, are special fields of human resource management. At present, Chinese economy is in a historic reformation period, from extensive growth to intensive growth. Moreover, the harmonious development of labor relations is a necessary factor for social stability. Over the thirty years after reform and opening, enterprise labor relations have profound change as well as face unprecedented conflict and test.This paper, based on a new perspective of social construction theory, studies the enterprise labor relations issues after the promulgation of Labor Law in 1994. According to the claims of social discourse construction, this paper classifies and studies the enterprise labor relations from media discourse, academic discourse and policy discourse. On the one hand, this paper reviews the relevant literature and fixes the analysis framework of enterprise labor relations under social issue construction, based on the relevant research results. On the other hand, the definition of relevant social impact factors and the development law of discourse or behavior are explored.The point is using literature research method to observe the situation and change of labor relations issues constructed by media, academic and policy discourse. And the study procedure could be classified into four specific successive parts, data collection, category observation, quantitative description and qualitative summary to explore its evolvement track and period trait.Below are the results of this study. Firstly, since the middle of 1990s, there are two main aspects of development of enterprise labor relations, reforming and marketing, within the domestic enterprise. And in the field of non-state enterprises, normalization and legalization are the main melody of development of enterprises labor relations. Secondly, the development of enterprise labor relations tends to be legalization protect labor respect. Media discourse, academic discourse and policy discourse interact to promote the stability and efficient operation of enterprise labor relations. Especially after the social goal of peace putting forward, the three discourses have been concentrating on the labors in weak position. In the view of construction of labor relations by three discourses, on one hand, the relations tend to be contractual, and the contract becomes more normal. On the other hand, the protection system of labor rights gets more perfect, which is the t direction of development of our enterprise labor relations.
