With the rapid development of global economy and technology, the competition faced by firms is now become intensifying than ever before. It is impossible for firms to adapt to these changes in environment only by relying on their internal resources, and firms have found that ISAs(international strategic alliances) is a strategic means to solve resources scarcity. However, the fact that a lot of alliances failed indicates that how to select proper alliance mode that fits firm's motivations, and how to efficiently manage the alliance process is the key to create competition advantages.The circles of economics and management have paid much attention to the advent of ISAs, and accordingly a number of theories have come into being, such as the transaction cost economics, the value chain theory, resource-based view and the organizational learning theory. These theories approach corporate strategic alliance as a complex industrial organization from a variety of angles and strata. Nevertheless, there are some obvious limitations in them.We firstly introduce the background, meanings and goal of this study, after distinguishing the key conceptions, we review the current research about ISAs based on different theory schools and point out their limitations. According to theoretical review, we propose a framework that includes motivation, alliance modes and control based on strategic alliance theory. And reveal the different motivations how to affect the choice of alliance type, as well as the control of the different ways in different types of the regulating role of ISAs. At the same time, based on the research of ISAs' practical application, paper which conceived the motives establishes four grid chart, so that we can depend on the motives of ISAs to analysis their specific strategies, which are contractual technology alliances. equity technology alliances; contractual marketing alliances; equity marketing alliances.Now, the international operation of Chinese enterprises is still in primary stage and the level of participating international division is lower. So we need improve the ability of Chinese enterprises to participate in international division in the process of internationalization, to construct core competitiveness and choose alliance form.
