In recent years, agricultural products quality and safety incidents occurred and aroused much public concern and attention. Facing the companies, the government management was failure. Facing the business opportunities, manufacturers lack of competitive edge in the market. Facing the goods, consumers have seldom choices. At present, China's agricultural product"lemon market"is obvious."Excellent products expelled by the bad ones"has been shown. The self-adjustment system of"price decided by the quality"can not fully play its role.Therefore, the urgent need is to establish a certification system for quality and safety of agricultural products. Provide the producers, operators and consumers with clear information and full support. In this article, through the use of research methods in economics, systems analysis, comparative analysis, field surveys and case analysis, the quality and safety of agricultural products on domestic and international certification status has been deeply analyzed and researched, and the countermeasures and suggestions have been proposed, which is aimed to provide references for the government to establish a comprehensive quality and safety certification system of agricultural products; helped the producers effectively join in the market competition; and protected the legitimate rights of the consumers.This article comprehensively analyzes the situation of agricultural products certification in France, America, Japan, Korean and Australia. When analyzing the situation of agricultural product in our country, we specifically analyzed the pollution free agricultural products, green foods, organic produces and the produces geographical symbol, and gave the detailed comparative analysis and research for conception, regulation basis, applicable standard, organizational structure, procedure requirements and development.The problem of agricultural products of China was analyzed deeply in this issue. The comparision analysis and case analysis were the main ways have carried out in depth analysis on the problems of identification overlap and unclarity of the responsibilities of the government in the field of agricultural products in China. Simultaneity, in this article the local research was used to research on producers, operators and consumers in seven provinces and cities including Shan Dong and Hei Longjiang. At the same time, the survey papers were handed out in number of 1,700. Based on the complete analysis and comparison, the degree of knowledge of producers, operators and consumers in the area of safety agricultural product, green food and organic food was studied in this issue. Furthermore, the problem of those three types of products in development process was also analyzed in this paper. Based on the research, it provides for policy decision of those three types of products developing by government.In this article the management theory was used firstly in certification for quality and safety of agricultural product management. Moreover, the Effect of Sheep Flock of agri-product identification management, Break Pane Law in monitor after certification, Stove Effect in rules punishment and Frog Effect in government management were analyzed respectively. According to the detailed analysis of supervision of management theory, the application and influence of these theories in certification for quality and safety of agricultural product process were detailed presented. Furthermore, based on those presentations the theoretical evidence was provided for policy decision of certification for quality and safety of agricultural product management of China.Through the research and analysis above, the article gives the basic ideas, improvement measures and implementation proposal from system establishment, major support, regulatory measures, information management and response mechanism aspects in order to further develop the Chinese certification for quality and safety of agricultural products. It provides the strong support for promoting the sound development and improving the management level of our certification for quality and safety of agricultural products. |
