Research On Private Economic Development And Fiscal Financial Service In Chongqing

Since reform and opening up, especially after Chongqing established as a municipality, the private economy which is mainly composed of individual commercial units and private enterprises has obtained the considerable development. Private economy plays an important role in the followed aspects, adding taxes, prompting residents' income, solving the employment, flourishing the urban and rural market, increasing social investment. And it has been the most active and potential power of the economy development. However, because of the traditional system, obsolete idea and own quality influences, Chongqing private economy in the investment and financing, tax burden still faced with serious plight of fiscal and financial services, which restricted the further development of the private economy. Therefore, how to solve this problem, correlative researches would have the vital practical significance.First and foremost, this thesis defined the basic concepts of private economy, fiscal services and financial services, and learned from the theory and relevant research of domestic and foreign, discussed the necessity of fiscal and financial service and requirement of the private economy on the development, and then revealed the mechanism of the fiscal and financial services to promote private economic development. Secondly, the paper investigated the private economy in Chongqing facing the plight of fiscal and financial services, and compared the situation of Chongqing and the developed provinces, the research discovered that the fiscal and financial service supplies of the Chongqing private economy were insufficient. Then, empirically analyzes the relationship between the fiscal and financial services supply and the private economy development in Chongqing in the period from 1997 to 2008. The result shows that fiscal and financial services to increase the supply of private economic development have played an important role in promoting. In which the scale of financial development and financial investment in science and technology are related to private economic growth, financial development efficiency and private economic growth have a negative correlation, and local fiscal expenditures, the financial development of the scale and efficiency Granger causes private economic growth. Since then, the article from the government, finance, business, legal and policy environment analysis of the four levels of private economic development in Chongqing fiscal and financial services of the causes of difficulties and its impact. Finally, from the overseas promotion small and medium-sized enterprise development experience in financial and monetary policies, proposed that promotes Chongqing private economic development financial and monetary policies innovative design.
