Study On Fiscal And Financial Services And Transformation Of Scientific And Technological Innovations Achievements Of Private Enterprises

Private enterprise is the important body of constructing the socialism market economy system and is the core power of the sustainable development of the national economy. Fundamentally, Sustainable development of private enterprises relies on innovation and transformation of the achievements of science and technology. If it doesn’t have the innovation and transformation of the achievements of science and technology, private enterprises could not cultivate their own core competitiveness and could not form a sustainable development of the industry chain. Then large scale industrial clusters could not form and the private economy will not be healthy development. Innovation and transformation of the achievements of science and technology need quality fiscal and financial services. If it doesn’t have the effective supply of fiscal and financial services, private enterprise will lack external power for technological innovation and its innovation achievements could not be effective transformation. So it is not the healthy development of private enterprises and fiscal and financial services will have not economic base of sustainable development. Taking fiscal service theory, financial service theory and innovations achievement transformation theory as the foundation, this paper constructs the theoretical framework of fiscal and financial service and private enterprises innovations achievement transformation, analysis mechanism of fiscal and financial service and private enterprises innovations achievement transformation, and then studies the development process, the present situation and development problem of fiscal and financial service and private enterprises innovations achievement transformation. This paper makes an empirical research on uncoordinated degree of fiscal and financial service and private enterprises innovations achievement transformation, and studies uncoordinated causes and effects of fiscal and financial service and private enterprises innovations achievement transformation. Based on the former analysis, this paper designs coordinated mechanism of fiscal and financial service and private enterprises innovations achievement transformation. At last, some suggestions are submitted.The main conclusions of this study: ①Fiscal and financial services are external power to promote the development of private enterprises innovations achievement transformation. Based on the mechanism analysis of fiscal and financial service and private enterprises innovations achievement transformation, it shows that fiscal and financial services and combination can promote the development of private enterprises innovations achievement transformation. ②The uncoordinated problems of fiscal and financial services and private enterprises innovations achievement transformation significantly exist. Private enterprises will still face many problems, which include lower fiscal technology funding amount, insufficient fiscal and tax incentives, difficulty innovative financing, insufficient total supply of fiscal and financial services capacity, mode mismatch of fiscal and financial services and other issues. Through the coupling and coordination model, it confirms the uncoordinated problems of fiscal and financial services and private enterprises innovations achievement transformation. ③The uncoordinated causes include discrimination of fiscal technology funding and tax technology preferential, credit discrimination of financial institutions, supply distortion of fiscal and financial system, balance ability of fiscal revenue and expenditure, legal system environment, the state-owned economic development degree and other factors. ④The uncoordinated condition of fiscal and financial services and private enterprises innovations achievement transformation will restrict the total factor productivity promotion of private enterprises.⑤The establishment of the coordination mechanism of fiscal and financial services and private enterprises innovations achievement transformation is the key to effectively promote the transformation of private enterprises innovations achievement.The main recommendations of this study: ①Should make full use of the service function of fiscal and financial policy. Implement regional differentiating fiscal and financial policies and draft the public finance supporting plan to support the technological innovation development of private enterprises. Cultivate the ecological environment of technology and finance for the development of science and technology innovation of private enterprises. ②Should effectively improve the quality of policy service of technological innovation. Implement preferential policies and actively accelerate construction of achievement trading market of technological innovation. Improve the coordinating mechanism of government departments for servicing technological innovation of private enterprises and constantly improve organization and evaluation mechanism of supporting projects of technology innovation. ③Should gradually improve industry development policies of science and technology innovation. Actively develop development planning of strategic emerging industry and encourage private enterprises to enter emerging industries. Actively provide innovative resources to private enterprises in innovative industrial clusters and focus on the construction of industrial service system of technology innovation. Vigorously construct network platform of promoting industrial innovation resource flow. ④ Should vigorously implement talent cultivation policies of technology innovation. Actively cultivate innovation culture atmosphere of private enterprises. Strengthen the enterprise team construction of science and technology talents and build the enterprise service platform of innovative talents. ⑤Should establish and improve the scientific and technological innovation system of laws and regulations. Set up to strengthen consciousness of legislative protection for technological innovation and transformation of private enterprises. Constantly improve and modify the laws and regulations of technological innovation. Enhance the protection awareness of intellectual property of private enterprises and strengthen the protection of intellectual property rights and the enforcement of the laws.The main innovation of this study: ① On the breakthrough of descriptive evaluation of fiscal service, financial service and private enterprises innovations achievement transformation, the thesis constructs a theoretical framework to analysis the internal mechanism of fiscal service, financial service and the transformation of private enterprises innovations achievement. ②Based on coupling and coordination system model, the thesis founds that there have serious uncoordinated problems between fiscal and financial services and private enterprises innovations achievement transformation from regional angle and time angle. Revealing and demonstrating main academic viewpoint and policy view by the thesis can provide theoretical basis and decision-making reference for government and financial institutions implementing the strategy of promoting the development of innovations achievement transformation of private enterprises.
