Study On The Service Function Of Hi-Tech Zone Committee

In China, small and medium enterprises (SMEs) account for more than 95% of the total enterprises in the Hi-Tech zone park. They are the most important parts of the Hi-Tech Park. The ability of their independent innovation has a direct bearing on the overall innovation capability of the park. Taiyuan High-tech Industry Development Zone in Shanxi Province is not only one of the state-level high-tech industry development zones, but also a representative of the central and western regions of high-tech zones. In recent years, the management committee adopted many effective measures in prompting the capacity of independent innovation of the SMEs, and a group of enterprises with high independent innovation ability have grown up.However, there are also a number of shortcomings of Taiyuan High-tech Zone further enhancing the capability of independent innovation of the SMEs. Firstly, the administration system needs further rationalize; Secondly, the major innovation activities of SMEs are individual behavior, group effect has not yet emerged; thirdly, the social service system for independent innovation is not perfect; forth, the independent innovation cultural construction of the Hi-Tech zone is lagging behind. All those shortcomings, to some extent, restrict the continual strengthening of the independent innovation ability of the SMEs.This paper start with the analysis of the current shortage of Taiyuan High-tech Zone in enhancing the capability of independent innovation of the SMEs, combining the actual work of creating the national innovation-based Hi-Tech zone, and put forward seven recommendations: First, the management committee is the active guide of independent innovation of the SMEs; second, a good environment for the SMEs is the key external force of independent innovation; Third, the modern enterprise management system of the SMEs is the inherent power for their independent innovation; Fourth, a sound capital market for SMEs is the important financial support of independent innovation; Fifth, perfecting the talent service system for the SMEs is the human support of the independent innovation;sixth, social service system of independent innovation of independent innovation is the neccessary services support; seventh, cultivating the culture of independent innovation in the zone is also important.
