Performance management in the enterprise human resources management play an irreplaceable important role.It is also an effective means of control in the achievement strategic objectives of organize.In the recent years,the monopolization of telecom operation has been broken off since the Chinese government has speeded up the reform of the Telecom system,relaxed the central control on the domestic telecom market.It is furious competition increasingly in telecom.To maintain a competitive advantage in the new environment,China Telecom must be building a strategy-oriented performance management system based on the current market environment,development,competition and business strategy.In this thesis,combination description of the theories on performance management is presented.Combination of theory,It is conducted an in-depth,detailed and comprehensive analysis on status of HZ telecom performance management. Analyzing the problems and reasons in the existing performance appraise system for the company.Then it is promoted the main idea of building a new performance management system combined with the specific circumstances of HZ telecom.The design process of the new performance management system has been introduced in detail in this thesis:The system of department and personal performance index system has been established by introduce the BSC and Analysis of job responsibilities.Use the method named Value Tree to make the enterprise strategy mission decomposed to every department and post.Use scientific methods to determine the performance of target and sign the performance agreement step by step.Develop assessment methods,assessment workflow and examine the performance according to monthly and year.Design system of incentive pay and employee incentive.Apply the result of appraisal of the performance to the staff while encouraging,and make sure the rewards and punishments are combined.In the end,narrate to the important problems appeared in running the performance management system.
