Due to the reason that coal mining enterprises in western China usually choose the path of energy-saving and emission reduction irrationally with planned production system, extensive production model and out-of-date operational market model, their contribution to work of energy-saving and emission reduction has not been significantly effective so far. After the "Eleventh Five-Year", Chinese government assigned standard quota of energy-saving and emission reduction to every province and region, which forced regional governments to focus more on energy-saving and emission reduction. So it is essential to find an effective and suitable path of energy-saving and emission reduction for western coal mining enterprises.Purpose of this research locates on coming up with reliable suggestions helping coal mining enterprises in the West to save energy and reduce emissions. It analyzes three sorts of solutions, which are Technological Innovation Path, Equipment Renewal and Upgrade Path and Operational Innovation (Lean Manufacturing) Path.According to comparison among these three solutions, Lean Manufacturing Path is the most proper one for mining enterprises in West China. Reasons are as follows: Due to investment in R&D and the corresponding updates on the improvement of equipments, Technological Innovation Path has the largest input and the smallest O/I (output/input) ratio, the Mechanic Renewal and Upgrade Path moderate input and the largest O/I ratio and Lean Manufacturing Path the smallest input and moderate O/I ratio.The first two paths can only be applicable in the areas of production, compare with the third path in both production and management fields.The first two paths are lack of continuity used to keep the results. However, by establishing a special department in charge of continuous improvement, the third path can not only deal with saving energy and reducing emission one time, but also maintain the results with the theory of continuous improvement. So the operational innovation path makes a much larger contribution than the other two with time goes by.The first two paths need a large amount of fund at the beginning and require specific technology level. In contrast, the third path can be applied to any enterprise. It is a method to avoid waste, provide continuous improvement and encourage staff to innovate, especially in the extensive ones.
