The Study On Current Situation And Countermeasures Of International Transfer Of Service Industry To China

Since late of 1990's,international transfer of service industry has became a new wave of industry transfer after the transfer of manufacturing industry with the rapid development of developed countries' service industry and the widening of other countries' opening policy.The main ways of new international transfer are foreign direct investment,service outsourcing and off shoring business.The international transfer of service industry instead of manufacturing becomes the key aspect,although the important aspect which developed countries adjust is still the international transfer of manufacturing.The world economy is going through a process of economic restructuring to service sector.Also economy globalization is coming into the times of service globalization.After entering WTO in 2001,the international transfer of service industry to China is increasing faster and faster.The service opening fields are increasing in accordance with the regulations of WTO.Our country seized the opportunity of international transfer of manufacturing industry to become the world manufacturing center. Facing the new wave of industry transfer,we started later.So it is an important and urgent research subject that how to seize the opportunity of new international transfer to cope with international transfer of service industry.And it is also useful for optimizing service structure and upgrading of an industrial structure.Firstly,this thesis analyzes the theories of the study basing on.For the study on international industry transfer,the theories both at home and abroad focus on international transfer of manufacturing industry.The study on intemational transfer of service industry because of the short time is not systematic.Secondly,it sums up the ways,the causes and the newest trend of international transfer of service industry.Since entering the 21st century,with the continuous development of international service,new trends of international transfer of service industry has appeared.Thirdly,this thesis studies the current situation and conditions of coping with international transfer of service industry of China.The analysis shows:For various reasons,the opening degree of our country's service industry was low before entering WTO.The international transfer of service industry to China was with small scale and lower pace.After entering WTO in 2001,the international transfer of service industry to China developed faster on foreign direct investment,service outsourcing and off shoring business with the widening of our country opening policy.It has become the hot spots that coping with international transfer of service industry and will become the highlight.However,the whole scale compared with other countries is still relative small.The service foreign investment in different industries is not reasonable and the quality is not high.The distribution areas mainly concentrate in the eastern coastal cities and some economically developed provinces and large and medium-sized cities.At present,our country is facing the favorable opportunities of coping with international transfer of service industry and also our country has some advantages that are useful.But,in the hardware and soft environment for coping with international transfer of service industry,there are still some problems that restrict the scale and quality of international transfer of service industry to china.Fourthly,the thesis investigates the influence of international transfer of service industry to china.The international transfer of service industry to china takes active effect on Chinese economy development.At the same time,it is unavoidable that international transfer of service industry to china brings negative effect.Without doubt,the positive effect is primary.It promotes the development of China's service industry and enhances competitiveness of enterprises;to promote employment and improve the employment structure;to promote the industrial structure adjustment and optimization;to promote China's service trade export.The negative effect also exists.It exacerbates imbalance and the risk of China's economic operation.It also has an impact on China's service industry.The drain of service talent loses seriously.Lastly,basing on the current situation and the theories of international industry transfer, our country should take new opportunity of international transfer of service industry and open service industry wider to the outside.In combination with other countries' successful experiences in coping with international transfer of service industry,we should adopt effective countermeasures,take our country to overcome the problems and avoid negative effect of coping with international transfer of service industry to promote the quality and level of foreign service industry investment.
