Research On The Economic Development Of Jiangsu Province On The Basis Of Public R&D

The world's innovation of technology has shown deep influence in the world's economy and become an important impetus to the world after the world warⅡ.The government plays a more important role in integrating resources of all fields and promoting technical innovation. Especially since the communication revolution growing rapidly, government plays a vital role in the work of encouraging the R&D investment of both the society and enterprises,and leading the direction of the R&D input.Furthermore,it has become a vital factor of enhancing the competitiveness.Thus the new function of every country's government is to enhance the competitiveness and promote economic development.Nowadays,to enhance innovation competence independently is one of Jiangsu's development strategies.Although enterprise R&D has become the leading department in Jiangsu, governmental public R&D will still play an important role in a long time because of the limitation of corporations and other reasons.Therefore,it is significative to discover the functionary mechanism between public R&D and economic development,so as to exert an influence on Jiangsu's economic development,and enhance regional innovation competence independently.The study focuses on the relationship between public R&D and economic development,analyses the relationship between public R&D and economic development of Jiangsu and puts forward the strategies on Jiangsu's development,based on a great deal of domestic and international literature.Guided by Statistics,Calculating Economics, Innovation Theory,Economic Growth Theory,and Regional Economics, it combines both quantitative analysis and qualitative analysis as the method.The concept of public R&D is defined at first,and the functionary mechanism of public R&D to economic development is analyzed.Based on the actuality of Jiangsu's public R&D,the causality between public R&D and economic development of Jiangsu from 1990 to 2006 is examined,by the method of co-integration and Granger causality test.At the same time,the relation of the governmental S&T outlay input and economic development of every city and region in Jiangsu is studied. Finally,we put forward strategies of Jiangsu's economic development which are based on public R&D.The results show that there is a longtime causality between the financing to both public R&D institutions and enterprises and economic development of Jiangsu and the public R&D promotes the economic development of Jiangsu.Furthermore,there are relations between the regional differences and public R&D in Jiangsu.However,the public R&D input in Jiangsu is insufficient,and the basic research is under valued.To implement the effects of public R&D fully,we should increase the public R&D input,form the regional R&D pattern further,attach importance to the scientific research of higher education institutions,and intensify the status of enterprises in the technical innovation.
