The Research Of Local Government Cooperation Mechanism In Yangtze River Delta Regional Economic Integration

Shanghai as a leader, Jiangsu and Zhejiang as wings of the Yangtze River Delta region, one of the fastest growing, highest degree of openness, the best investment environment, the intrinsic quality of the best and the most development potential regions, which has an important economic status and strategic position in China. Under the new situation, to speed up the Yangtze River Delta region to enhance the overall quality of the economy and international competitiveness, to promote the harmonious development of the region and take the lead in the development and integrated development , is of great significance for the country's reform opening up and economic social development. The main obstacle to achieve economic integration in the Yangtze River Delta region is local protectionism. The source of local protectionism is system and structures. In order to solve the problem of administrative region economic conflicts, local government must intensify the effort of cooperation and coordination. Inter-government cooperation is the key strength to promote regional economic integration. Building a cooperative mechanism of local governments is the rational choice to get rid of the restriction pattern of the Yangtze River Delta region. There are all sorts of problems exist in Local government cooperation, therefore, it's very important to research cooperation mechanism of the local government in the Yangtze River Delta. I try to interpret the problems of local government cooperation through "path dependence, benefits dispute, bound by laws and regulations, political interference" to promote the regional economic integration. It provides a new train of thought for building a local government cooperation mechanism.This paper includes four parts. The first part emphasizes the role of inter-government cooperation mechanism in the regional economic integration. Firstly, define the scope of the Yangtze River Delta region. Secondly, explain the cooperation mechanism of the local government. Finally, analyze the role of inter-government cooperation mechanism in the Yangtze River Delta regional economic integration. The second part introduces the process in local government cooperation, and points out that the constraints of local government cooperation in the Yangtze River Delta region, including the same development goals, the lack of cooperation and coordination mechanisms, weak central government macro-control. The third part studies the root causes of weak local government in the Yangtze River Delta region. The reasons are including the administrative division, the conflict of economic interest, the deficiency in the laws and regulations, the imperfect performance evaluation system. The fourth part introduces the specific measures to build up local government cooperation mechanisms in the Yangtze River Delta. Including establish institutionalized cooperation organization in multi-level, set up the win-win interests of the coordination mechanism to enhance communication and consultation between local governments, improve the laws and regulations, sound the main examination and content, set up a scientific evaluation system for performance.China is a government-led, modern developing country. Government grasps management and power to run the economy and capacity, the develop of market economy is also very immature, the strength of civil society also need to develop and grow, only through the inter-governmental cooperation, rely on the consistency of the administration strength, the policy of the central government and the legal system to achieve regional economic integration. Of course, to promote regional economic integration in Yangtze River Delta is not to use the power of government to replace the market, just trying to through the cooperation with local governments and market-oriented system of innovation to provide a good platform for the optimal distribution of economic and social resources.
