The Japanese Energy Strategy And Its Enlightenment To China

Energy is a vital material foundation to human survival development and all economic activity, an important strategic resource of the country, a precondition of industrial modernization, and a resources factor which restrict economic and social development. Energy shortage is one of the problems that cause a bottleneck restriction in the sustainable development of national economy at present and even in the future. How to solve this problem scientifically and reasonably has always become a major issue for the political circle, the theoretical circle and the academic circle in our country. Thus having in-depth research systematically on this problem is of great importance in theory and practice.This paper is composed of four parts as follows:The first part is the introduction.This part outlined the topic's significance,briefly reviewed the relevant literature from the domestic and foreign scholars on the issue,and briefly introduced the innovations and insufficiencies of this paper.The second part is the economic theory which associated with energy.On the one hand, this paper has analyzed the relations between the energy and the economic growth. According to economics, firstly, economic growth depends on energy, that is, energy promotes the economic growth, which specially manifestate in which energy impetus the development of production, the expansion of economic scale, the progress of technology and the enhancement of labor productivity; secondly, the energy development must take the economic growth as a precondition, because economic growth has led to energy's development and utilization. At the same time, because of rapid economic growth, the development of Energy is provided with financial assurance. The relationship between energy and economic growth are reflected through quantitative relations. In terms of both the quantity of energy consumption and the quantity of economic growth, and the relation of the rate of energy consumption and the rate of economic growth, this paper analyzes related national data through the formula for elasticity ratio of energy consumption and the formula for intensity of energy consumption, so as to relate the relations between the energy and the economic growth. A country's economy develops, unless its energy development can maintain the quantitive corresponding relationship between the energy development and the economic growths.In the other hand, this paper elaborated the dilemma and solution of ernergy to the sustainable development. First of all, the most authoritative definition of sustainable development was quoted in this paper. Next this paper elaborated the severe energy predicament which was faced by human's sustainable development: 1. The remaining reserves and proved reserves of a variety of energy resources can not meet the continuing requirement of energy consumption. 2. As a result of the uneven distribution of energy resources, various human factors paid more impact on the use of resources to increase, and also brought stress to the world economic development. 3. There's a great disparity in the use and control of energy resources between rich countries and poor countries, which embarrassed sustainable use of energy resources. Finally, this paper proposed that developing recycling economy is the solution to the dilemma of energy sustainable development, so as to obtain the sustainable development of energy.The third part is about the Japanese energy strategy.Japan committed in the energy diversification, reduced the dependence on petroleum, and developed nuclear energy vigorously, while promoted the development of new energy at home. The multiplex energy strategy has made the preliminary progress, through years of efforts. Solar energy, wind energy, bio-energy and other new energy sources are applied. And the use of bio-power generation, rubbish power generation, geothermal power generation and so on, greatly reduced the dependence on petroleum. Japanese energy reservation has played a"cushion stock" role in manipulating the energy crisis, and it has also played an irreplaceable role in safeguarding the stable energy supply, holding down the energy price, dealing with the emergency, reducing the accidental loss and so on. After so many years of managements, Japanese energy reserves are shared by the government and public. This mode has already matured. Sufficient energy reserves enhanced Japanese ability of resistance of petroleum crisis.The Japanese government paid much attention to saving energy and improving energy efficiency, put all kinds of measures of saving energy in practice energetically, developed technologies and products which were energy-saving, efficient and high added value. The government has set up energy policy review legislature to enact the corresponding policies and laws, and to lead and normalize the all social saving actions via the revenue, the finance and etc. Nowadays, Japan is outstanding in saving energy and improving energy efficiency.Japan used varieties of diplomatic means positively abroad, developed energy diplomacy with the main oil-producing countries and regions such as the Middle-east, Russian and several African countries, and promoted the Central Asia cooperation in the field of energy actively, so as to establish Japanese multiplex energy import channel and improve the energy supplement security further.The fourth part is Chinese energy use condition and the enlightenment of Japanese energy strategy to China.The Chinese present energy use condition is anxious. The total quantity of energy is rich, but there are also a variety of problems such as the insufficient per capita amount, the uneven local distribution, the unreasonable structure of energy, and the inefficient using of energy. Also the petroleum safe faces challenges.Japan is weak in energy resources; actually it is also an economic power. Japanese reasonable and effective energy policy and measures provides a beneficial reference to Chinese energy problems. Firstly, the coal proportion is excessively high, and the petroleum and natural gas proportion is excessively low in Chinese structure of energy consumption. This condition causes environmental pollution, and the economic development stamina is insufficient. We should reduce the coal consumption proportion gradually, accelerate to develop the petroleum, the natural gas oil, and make great efforts to develop nuclear energy, solar power and other new energy, in order to realize the energy diversification. Secondly, China present petroleum reservation condition is not well. For safeguarding of our country, we should profit from Japanese successful experience and establish petroleum reservation system of our country as soon as possible. Thirdly, Chinese production mode is still the extensive. The rapid economic development took great energy resources as a price. Therefore, saving energy and improving energy efficiency are particularly important for the future development. Finally, with the thorough development of economic globalization, China gets close contact with the world for energy development . For safeguarding of our country, we should seek for diversification of the petroleum supplying channels, increase voice in the international energy price, and participate in the international cooperation for energy.
