Throughout the human's history, every reform and development of human society is inseparable from innovation.Because of innovation, human advanced, society developed and enterprises survived. Now we have already stepped into the 21st century that is an era of knowledge economy with knowledge explosion intensifying, knowledge updating rapidly and knowledge integration strengthening. The production and transmission of knowledge has become the core of economic growth and knowledge instead of capital has become the main engine of economic development. Innovation is the core and soul of knowledge economy and economic development, social progress and country prosperousness rely more and more on innovation activities. Our national leaders have proposed to build an innovation-oriented country and improve the capacity of independent innovation in many meetings. Many countries are also vigorously promoting and encouraging innovation and practice proves that while a country owns more powerful comprehensive national strength, the quantity and quality of innovation achievements tend to be stronger. Especially at present, due to the eruption of global financial crisis, economic development has declined rapidly, many businesses have gone bankrupt and unemployment rate is increasing. In this particular period, to pull through the crisis, the country must insist on constantly innovating and use all sorts of reasonable methods to expand domestic demand, stabilify economy, optimize economic structure and strengthen the public confidence. For companies, they also need to make innovative products and services to satisfy the consumers'demand, so as to survive and make a better development. It is obvious that in such a special period, innovation is endowed with special historical mission. Enterprises are the main power of economic activities and the subjects of research investment, innovative activities and innovative achievements application. So the enterprises'innovative strength to a great extent decides a country's innovation strength. Innovation is the life and soul of enterprises, and it is also the inexhaustible motive force of constant development. With the great changes of business environment, enterprises need changing constantly, dealing with the system innovation, concept innovation, technique innovation, product innovation, marketing innovation, service innovation and so on. In that case they can meet the ever-changing market demand and enhance their core competitiveness. As we know, talents are the subject of innovative activities, especially the innovative talents. Therefore, the competition between enterprises virtually is talents competition, particularly innovative talents competition. The enterprise which is able to attract, train and make a good use of innovative talents, can master the first resource in the fierce international competition to realize the strategic initiative and development goals. However, the premise of attracting, using, cultivating and encouraging innovative talents is recognising innovative talents. The company should make sure of such questions like who are the suitable innovative talents and which features should they have, how to identify the innovative talents and how the quality of existing innovative talents is etc. Therefore, based on the need to identify the innovative talents, this paper studied quality evaluation system of innovative talents in companies, hoping to provide valuable reference for companies to select suitable innovative talents.Using the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, combining the characteristics of innovative talents, the paper designed a comprehensive quality evaluation system of innovative talents, and main content are as follows.First, the paper puts forward the background of the topic, points out the theoretical and practical significance, and briefly introduces the content, research framework and methods.Then it introduces some talent evaluation theory which is the theoretical foundation of this paper and gives a general review on the present research status about the quality evaluation of innovative talents. On this basis, the deficiencies of present research are found out and made as the improvement points.After that, the paper makes clear the meaning of company innovative talents and summarizes their characteristics and main types. On this basis, a pyramid model of quality structure of innovative talents is established.According to the quality structure pyramid model of the innovative talents, the paper constructs the quality evaluation index system of innovative talents. Under the guidance of the principles of evaluation, the"two-step"strategy of innovative talents quality evaluation is put forward. It includes two steps: basic quality evaluation and innovative quality evaluation, and each step of evaluation index system is built. The establishment of basic quality evaluation index system needs to combine with the characteristic of specific company and specific positions, and the basic quality evaluation is unnecessary for serving staff because this has been already done before they entered the company. While the establishment of innovative quality evaluation index system is based on analysis of the existing research. After the foundation of index system, the paper in turn introduces some methods of index assessment, the AHP method to determine index weight and the specific fuzzy comprehensive evaluation method. In the end, some suggestions about the evaluation result analysis are put forward.Finally, the paper's theory study is put into practice in a pharmaceutical company named A. Eight members are chosen from a project team of the Chemical Drug Research Center, including two experts, three researchers and three assistant researchers. Each member's innovative quality level is listed by giving questionnaires to his superiors and colleagues. Then by applying the paper's theory and method, the evaluation process and result are shown and analyzed.
