China obtains the economic aid from the World Bank directly in the reform and open policy process. Up to December, 2004, World Bank altogether provides the loan to China nearly 38.5 billion dollars; the amount of the total loan is the number one in World Bank's all debt countries. World Bank loan's project distributing throughout China, it involves a lot of branches of economy and profession, the infrastructure construction project occupies more than 50% in the loan amount.The purpose of the World Bank loan urban transport project is to developing the high efficiency urban transport system, from urban road infrastructure, public traffic and traffic control, road upkeep and other aspect to solve the urban transport problem systematizations. Guarantees the smooth of the urban road traffic network, security and continuity. The World Bank loan urban transport project is a complex systems engineering, the investment of the project is huge, the construction cycle is long, the affected area is broad, the links are numerous, the project's responsibility person is numerous, especially it involves the communication and the coordination with the World Bank. These characteristics of urban transport project has decided relationship intriguingly in the project's implementation process, the difficulty to control the progress is very huge, the progress question of the project implementation becomes the prominent problem which puzzles various project management unit, the implementation unit and World Bank.Meanwhile, the urban transport project is carrying out in the wide range of downtown in which politics, economy, culture and life function be centralized and be densely populated, and that are closely linked with residents'life and work, a dewatering excavation smoothly pass as soon as possible, a road engineering complete as quickly as possible, a street light is bright before dark, not only reduced the construction time against harass neighbor's life, and also let the general residents to enjoy a better traffic conditions and living conditions ahead of time, strengthened the people to the urban development sympathy and sense of belonging, thus makes the huge social efficiency. The level of progress control of urban transport project not only reflecting urban manager's management wisdom and also reflecting the constructor working experience. The complexity and necessity of the urban transport project progress control urge the author to decide to carry on the progress control research of the World Bank loan urban transport project.I started to be engaged in the preparatory work in Jinzhou World Bank transport project from 2005 the second half of the year. I participated in which from earlier period feasibility study report and social investigation to the bid at the implementation stage and construction management, moreover I had undertaken certain work. What this article mainly studies is the main contractor World Bank loan project's progress control at implementation stage, simultaneously also described World Bank's some ideas and mode of administration to urban transport project. In the process of writing paper, I had fully collected World Bank's and domestic project implementation unit's massive materials, Consulted with some expert, such as the office director of urban transport project in Jinzhou, chief engineer , progress control special commissioner ,chief inspector engineer and international construction inspector engineer, takes the management science theory and project management theory refer to leads, study with the question of the implementation of the plan tool and progress of progress control of the world bank loan urban transport project and the progress question and origin, proposed with the countermeasure and method that improves the urban transport project progress control. This article is divided for five parts; the primary coverage is as follows:Chapter I Part of the introduction mainly introduces the background and significance of topic selection, the research method and technical route, the framework and the main content of the topic.ChapterⅡintroduces the current situation of the urban traffic of Jinzhou city, and the objectives and scopes of World Bank urban transport project, and the design concept of World Bank urban transport project. It points out that World Bank urban transport project is not the traditional sense of the construction of municipal works in our country, but regarding enabling convenient travel and ensuring security as the basic point of departure, especially in the designing of the urban transport project. World Bank focuses its attention on more comprehensive and more detailed points, while our current existing designers can not thoroughly understand the design concept of World bank and fail to fully reflect its intentions. This brings us the trouble in the progress control of future projects in the implementation phase.ChapterⅢintroduces the scheduled plan of World Bank urban transport project. It discusses the differences in the requirement, the tool selection and the planning of the scheduled plan, caused by the different concern, in three aspects namely World Bank, project office and general contractor.ChapterⅣintroduces the progress control of World Bank urban transport project. It then elaborates in three aspects namely World Bank, project office and general contractor their respective progress control method and the means of monitoring the project implementation ,taking the implementation procedure of World Band urban transport project as the clue.ChapterⅤintroduces part record of the network planning chart in the process of organization and implementation. It particularly analyses the reason for the delay of construction period systematically, reduced to the unfamiliarity and disregard of the logos of World Bank, excessive slow-acting discord underground pipe network with unclear property rights, inexact designing and mismatching with the practical engineering requiring treatment like laying down the "scalpel" etc, managerial failures, inadequate preparation, untimely and incomplete dispatching of general contractor in itself, lack of supporting funds and slow progress. And then the author takes advantage of managerial theories and project management theory, in light of the cause of progress control problem. The author put forward the strategy and method of improving progress control, systematically in the aspects of management layer, technological layer and economic layer of project implementation. 1 Establish a project management system geared to international standards, improve the current situation of arbitrary decision-making in our country, complete credit managerial system on a good-faith basis, each side in the project execute the Fidic item, especially the supporting funds from the government.2 strengthen human resource management of the implementation unit, transform the management philosophy from the traditional personnel management to human resource management, set up excitation mechanism in accordance with local conditions, enhance the training of entire staff in the implementation unit, improve the quality of the staff, intensify the sense of responsibility.3 reinforce the communication management of the implementation unit, found the principle of timely initiative communication positive feedback, build smooth and easy internal communication system, enhance management of communication with external project stakeholders.4 to establish consummation project progress schedule controls system, according to project organizational structure and project management needs to work out the project graduation plan, establishes the effective report and evaluation mechanism, takes the effective action. These four aspects relate mutually, interaction, together constitutes the system which can resolve the progress control problem of the World Bank loan urban transport project.ChapterⅥConclusion part induction and summary the main point and conclusion of this article.This article place of innovation lies in, the author is not only use the progress control technique to analyze and resolve the problem of project progress control, but uses the system method, from the inside and outside environment of the project, proposed a comprehensive solution to resolve the project progress control question, This provides more guidance and operational to which nowadays engaging in the World Bank transport project's control section and contractor.The author hopes that the countermeasure and method submitted in the topic research can apply in the practical work, In order to improve the progress control of the World Bank loan urban transport project; it will create a smoothly transportation, pure exquisite urban environment for the resident soon. In addition, using the world bank loan to build all kinds of project, although the compose of the project is different, the implementing procedure is similar to a great extent, this topic research is also meaningful to other progress control project in which we use the world bank loan.
