Dynamic Positioning Research Of The Government Functions In The Development Of Resource-based Industrial Clusters

Domestic research on the high-tech industries, modern service industry and other non-resource-based industry clusters more and more, but less concern about the problem of developing resource-based industrial cluster.Especially the systematic research of government functions in the development of the resource-based industrial clusters.However, many mineral resources-based industries,because of their high pollution, high energy consumption, high emission characteristics, there is an urgent need at a specific spatial region of cluster development, have stronger economic effects of the cluster. Government must foster a scientific resource-based industry clusters, to play its due role.But in resource-based industries developing practice, because of the lack of systematic theoretical guidance, the government do not know how to nurture industry clusters.Based on systematic analysis and dynamic study of the resource-based industry cluster, in accordance with the life of a cyclical, building a resource-based industrial cluster development in a dynamic system, pointed out that the system's macro-economic, resource depletion, ecological environment, and to upgrade four major risks in transition,and analysised the roles and conducts of the government in the system.Based on the Government's roles and conducts, obtained summing up the central and local governments at various stages of cluster development functions, with strong theoretical and practical significance.Finally select the Ordos city energy chemical industry cluster cases, to do the empirical research, and local government functions related to the recommendations put forward positioning.
