The Study On The Reform Of Agricultual Development Bank Of China Under The Background Of New Rural Construction

Under marketing economic environment, agriculture is a vulnerable industry that must encounter both the natural disasters and the risk of support and demand. And it is also the essential basis for human and any other countries. Therefore, we must take measures to protect its development. In China the agriculture industry has many problems, including lagged development, feeble base, slow increase in farmers and their income as well as rural area. They are the most important issues during the development of our economy. In 2005, under new situation the central government brought forward New Rural Construction.In the light of the international experience about the increases in the countryside fund and the rapid development of countryside economy, we should establish the policy financial institutions of agriculture, in addition to the increases in treasury expenditure. Through the credit load from the financial institutions of policy agriculture and the construction of countryside economy, we can achieve better effects on the countryside development. ADBC, namely Agricultural Development Bank of China, is the one and only policy financial institution of agriculture, which implements national agriculture policies, and aims at services for farmer and rural area, which takes a more important role in the development of agriculture as well.On the historical episode of New Rural Construction, it is the duty of ADBC to devote itself to New Rural Construction. Whereas ADBC is lately established and is always developing, it is facing more and more internal issues and must take a fundamental role in issues that includes how we wide off ADBC's shortcoming, how we effectively support the countryside development, how we save our grain, how we make the traditional agriculture industrialized not only in economy but also infrastructure and so on.This paper presents the influence of policy agriculture credit on the long-term development of countryside economy by virtue of the theoretical and empirical analysis. It researches the crucial issues of ADBC through the longitude and latitude comparison. It discovers the reform measures of ADBC under new situation by combining both the theoretical analysis and the policy application.
