At the beginning of 2008, according to China National Petroleum Corporation (CNPC) reorganization policy, PetroChina CQ Oilfield Company (CQ Oilfield) reorganized the operation and specialization. At present, the world financial crisis is very severe, the world crude oil price slump, how to realize 50 million ton oil of equivalent production in 2015 and control the total employees below to 70 thousand become a real problem that CQ Oilfield face in the near future. In this situation, it has a significant meaning for CQ Oilfield to research human resources redistributions and accelerate the efficiency of work force.This thesis based on the practice of the CQ Oilfield human resource reorganization, using SWOT theories analyze the external circumstance and internal reality of the CQ Oilfield human recourses, including the structure of organization, position qualification and company culture, etc, disclose the main issue and contradiction of human resources distribution, find out the urgent issue that should be settled firstly. According to CNPC's policy of CQ Oilfield industry orientation and development plan, using the theoretical knowledge, fully considering the difference of the essential operation and nonessential operation. At the same time, according to the history database estimate the total employees, constitute the human resources distribution plan of 2008-2015, bring forward digital management, simple operation flow chart, optimized model of work force, perfecting the rule and internal control, strengthening employee training, rebuilding the promotion system, etc. To accelerate the efficiency of human resources distribution, put forward ideology, training, technology, organization, rule, culture and information management system, etc.Through implementing the forward measures, economize the human resources; control the amount of the employees and get the perfect effect. All of those practices are very meaningful for the CNPC's subsidiaries and other petroleum enterprises to make good use of this successful case.
