In the human resource management, we always face the problems of promotion, retirement and motivation, so how to measure such problems and what are the foundations? To answer this question, the only way is "examination and comment of performance for the employees", examination and the comparative definition of comment of performance for the employees is give the comment to ability,attitude and achievement that the members of the community behave in the daily work, upon the fact. Actually, the enterprises with different industries, different steps of development, and different strategy , the purposes,methods,the use of result will be different. The actual plan of examination and comment of performance will be done in right places and "suitable" for those enterprises, which can enhance the development of the enterprises.In the beginning part this article makes a general introduction to the theory of the examination and comment of performance for the employees, including the definition, contents, making of criteria, the training of examiners, the choice of time, precondition, and other problems concerned. This article chooses the employees of Beijing Park international project consultation Co., Ltd to design the examination and comment of performance because of the experience of the author.Even sharing the same source with the consultative business, the business of supervision of projects has many Chinese factors because the it is introduced to China by the force of the government. It is also different with the foreign correspondence in the content, the mode of work, the function and the environment, as a result the experience for the examination and comment of performance for the employees in the department of consultative business cannot be referred to. Chinese enterprises should explore, design, amend and conclude themselves, which is the key point for this industry. This article chooses the department of supervision of projects in Beijing Park international project consultation Co., Ltd. as object and make design the system of examination and comment of performance for the employees.The employees in the department of supervision of projects usually include the general engineer of supervision, the engineer of supervision in special area, the engineer of supervision for price, and information keeper, whose functions are expressed by the national criteria-"The Code for Supervision of Construction project" and the local criteria of Beijing-"The Rule for Supervision of Construction project", which provide the base for the design of the examination and comment of performance. For designing it, it should make the criteria. This article chooses the attitude, ability and performance for the three dimensions according to the characters of this industry. The full scores for every employee in every period of exam is 100, and the result of which classifies the employees into "excellent", "good", " common", " acceptable", "not acceptable". The attitude and the ability are reviewed by the department of human resource, the performance is reviewed by the general director, whose performance should by reviewed by his inferiors. The results of the reviews shall be analyzed by them, who also should list the employees needing improvement. They should also talk with the employees of the department of supervision of projects and make the plan for the improvements for the performance. The improvements should be recycled. This article's suggestion is concrete and feasible because it is for a real company. But because of the characters of the employees of this industry, the influence of the construction company should not be omitted. But it is so difficult to measure that it has to be excluded from the design.This article is meaningful on the point that it studies the examination and comment of performance for the technicians in the department of supervision of projects and introduced it to the level of the department with providing the concrete methods; it also refers to the experience of other companies of supervision of projects which is a meaningful experiment.
