Research On Problems Of Motivation Of D Branch Of Shenyang Bureau Of Local Taxation On Taxman

The Civil Servant Law of The People's republic of China and the forth earning admeasure system of civil servant have been carried into execution. With the establishment of civil servant system and civil servant troops grow in strength, the effective stimulation on national civil servants will undoubtedly improve their working performance and enhance the welfare of the society and the nation. It is important to optimize the motivation mechanism of civil servant, because it plays a great role in enhancing activity and creativity of civil servant, increasing the quality of civil servant, promoting the construction of civil servant troops, thereby enhancing administrative efficiency and propelling transform of government function.Stimulation is an important component of human resource management in an organization. After the establishment of"make people the center"modern management concept, the core content of stimulation is how to utilize effective stimulation measures and establish reasonable and scientific stimulation system to arouse the staff's enthusiasm and ensure better achievement. The author surveyed more than one hundred taxmen of D branch of ShenYang Bureau of Local Taxation using questionnaire. Through researching the human nature and demand and analyzing the problems in the revenue, the paper researches the idea, principle and system aiming at the particularity of tax system civil servants. Following principle of combination of material motivation and moral motivation and other principles, using for reference of the motivation theory of the Western countries'administer and successful experience in motivation mechanism of Western countries, the paper may solve the problems of motivation of civil servant in ShenYang Bureau of Local Taxation.In the meantime, the author hopes the analyses of the D revenue case may help to sort out the general problems concerning on motivation for taxman, so that other's branch of ShenYang Bureau of Local Taxation may benefit from it.
